Mr. Hoang Van Hoc (Bac Giang) is a teacher, has a university degree and has received a university salary since 2012.
Mr. Hoc is currently receiving salary level 9, coefficient 4.98. In October 2023, Mr. Hoc changed his job title from junior high school teacher grade II (code V.07.04.11) to high school teacher grade III (code V.07.05.15).
Mr. Hoc's school is applying for a teacher promotion and he was told that it will take 9 more years to be considered for promotion to Grade II. Mr. Hoc asked: "Is my application correct?"
Regarding Mr. Hoc's question, the Ministry of Education and Training responded as follows:
Point d Clause 5 Article 5 of Circular No. 08/2023/TT-BGDDT dated April 14, 2023 of the Minister of Education and Training amending and supplementing a number of articles of Circulars No. 01, 02, 03, 04/2021/TT-BGDDT dated February 2, 2021 of the Minister of Education and Training stipulating codes, standards for professional titles and appointment and salary arrangement for teaching staff in public preschool and general education institutions stipulates: "The time holding the old professional title is determined to be equivalent to the time holding the transferred professional title".
Thus, the time Mr. Hoang Van Hoc held the professional title of junior high school teacher is determined to be equivalent to the time he held the professional title of high school teacher grade III (code V.07.05.15) and is counted as the equivalent time when registering for consideration for promotion to the professional title of high school teacher grade II (code V.07.05.14) according to the provisions of Point i, Clause 4, Article 4 of Circular No. 04/2021/TT-BGDDT, which has been amended and supplemented in Clause 4, Article 4 of Circular No. 08/2023/TT-BGDDT.
