On December 9, Deputy Prime Minister Tran Hong Ha chaired a meeting with the Ministry of Education and Training, Hanoi National University, Ho Chi Minh City National University and relevant ministries and branches on research and proposals to rearrange two national universities, ensuring efficiency and promoting research and training tasks.
Currently, the two national universities are proactively reviewing, rearranging, and streamlining their affiliated units to address existing problems, shortcomings, and limitations, focusing on development goals and set missions.
"We will terminate the operations of ineffective units and focal points; merge and supplement the functions and tasks of departments and units with overlapping and overlapping functions," said Director of Ho Chi Minh City National University Vu Hai Quan.
The directors of the two national universities also proposed specific plans and recommendations on plans to reorganize and streamline the organization and apparatus; a project to establish Party Committees of the two national universities; mechanisms and policies to strengthen specialized State management, while continuing to prioritize high autonomy and key investments for the two national universities.
Deputy Prime Minister Tran Hong Ha stated that the arrangement of two national universities must be based on scientific arguments, breakthrough thinking, innovation and international experience, as well as the current context, situation and trends in education, training and scientific research.
In which, it is necessary to ensure consistency, unity and synchronization from general education to university and post-graduate education, from vocational training to university education, and the issue of university education is associated with research and training of high-quality human resources.
The Deputy Prime Minister requested the Ministry of Education and Training and the two national universities to urgently establish a working group with the participation of relevant ministries and branches to complete a summary report on the organizational model of the two national universities, and plans to reform and streamline the apparatus to meet the requirements and tasks set forth in the new situation.
2 national universities need to systematically evaluate the formation and development process; clearly identify advantages, disadvantages, problems, limitations, and solutions.
From there, build a project to arrange and streamline the apparatus to ensure democracy and science, inherit the reputation and position of the two national universities as well as responsibility for the future development of the country, in the fields of training, research, innovation, and scientific and technological creation.
The project to improve, reorganize and innovate the organizational structure of two national universities needs to clarify the functions and tasks of State management of specialized ministries for the two national universities in terms of human resources; assets, facilities; finance; education and training activities; scientific and technological research... according to legal regulations.
The Deputy Prime Minister noted that the work of perfecting, arranging, and streamlining the organization and apparatus must help the two national universities become more autonomous.
In particular, separate State resources invested in key national scientific and technological research, teaching, creation and innovation activities, including spearhead fields (materials, green transformation, artificial intelligence, nuclear power, semiconductors, etc.).
At the same time, promote autonomy for units, research centers, development, technology transfer... according to business orders and social needs.
