Ms. Nguyen Kim Hue's husband is a junior high school teacher. In the 2021-2022 and 2022-2023 school years, he was awarded the title of Emulation Fighter at the grassroots level and had two initiatives recognized as effective at the grassroots level.
This school year, Ms. Kim Hue's husband was classified as having completed his tasks excellently, so he was nominated for the title of Emulation Fighter at the grassroots level, but had no initiative.
Ms. Kim Hue asked: "Can my husband use the initiative of 2022-2023 to consider the Provincial Emulation Fighter, or is it required to have the initiative of 2024?"
The Ministry of Home Affairs responded to this issue on the Government Electronic Information Portal as follows:
Clause 1, Article 22 of the Law on Emulation and Commendation stipulates:
"The title of Emulation Fighter of the Ministry, Department, Branch, and Province is awarded to individuals who meet the following criteria:
a) Having outstanding achievements selected from among individuals who have been awarded the title "Emulation Fighter at the grassroots level" three times in a row;
b) Having initiatives that have been effectively applied and have the potential to be replicated in the Ministry, department, branch, or province, or having scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied, with influence in the Ministry, department, branch, or province, or being clever and creative in combat, serving combat with influence in the entire army or the entire People's Public Security force".
According to the above regulations, in 3 years (2021, 2022, 2023), Ms. Nguyen Kim Hue's husband was awarded the title "Emulation Fighter at the grassroots level" 3 times in a row and had 1 initiative recognized for effective application and the ability to replicate throughout the province, then he is eligible to propose the title "Provincial Emulation Fighter" for the period 2021-2023.
