Proposing to build separate digital competency standards for teachers at each level of education
The Ministry of Education and Training (MOET) posted a summary of receiving and explaining comments on the draft Circular promulgating the Digital Capacity Framework for teachers and managers of preschool, general education and continuing education institutions on the Electronic Information Portal to collect comments.
Contributing opinions on the requirements of the digital competency framework for teachers, the Dong Nai Department of Education and Training proposed to supplement the school data management framework (data standard, delegation of power...).
Dong Nai Department of Education and Training proposed that in the initial stage, only the competency framework be used for orientation, not mandatory for evaluating and ranking emulation. In particular, there should be a separate evaluation policy for teachers teaching children with disabilities (personalized lesson design is considered an excellent achievement).
At the same time, the Department also proposed that it is necessary to separate the digital competency requirements between primary school, secondary school, high school, and continuing education teachers.
Specifically, at all levels of education, the Dong Nai Department of Education and Training proposed that preschool levels need to clarify security risks; preschool children should not be directly exposed to generative AI if there are no protection regulations.
For primary school level, the Dong Nai Department of Education and Training believes that it is necessary to clearly stipulate the minimum foundation that teachers need to know; combined learning and personalization must be psychologically and physiologically appropriate, without excessive requirements...
At the secondary school level, the Dong Nai Department of Education and Training proposed reducing requirements on programming, developing complex systems; focusing on teaching applications and class management.
Meanwhile, the Hung Yen Department of Education and Training also proposed to clarify the level of digital competency requirements corresponding to each level of education (Preschool, Primary, Secondary, High School, Continuing Education) to avoid applying the same standards to everyone.
Need to add digital governance content and AI usage limits
The draft Circular promulgating the Digital Capacity Framework for teachers and managers of preschool, general education and continuing education institutions also clearly states that the structure of the Digital Capacity Framework includes 6 competency zones, of which 19 are component competencies.
Contributing opinions on the content of Region 5 (Specialized Development), Hung Yen Department of Education and Training said that it is necessary to supplement the capacity to apply digital transformation in school governance (especially for continuing education: student management, digital records...).
In region 6 (Artificial Intelligence - AI), Hung Yen Department of Education and Training believes that it is necessary to recommend limiting the use of AI in testing and assessment; supplement guidance on identifying risks of information/copyright distortion; clarify the responsibility of teachers when students use AI.
The summary of receiving and explaining comments on the draft Circular promulgating the Digital Capacity Framework for teachers and managers of preschool, general education and continuing education institutions will be consulted until the end of February 10, 2026.
