More than 5 years ago, in December 2019, at the 11th session, the 15th Hai Phong City People's Council passed Resolution No. 54/2019/NQ-HDND on tuition support policies for students from kindergarten to high school in the area, with 100% of delegates in favor. This is a breakthrough decision, clearly demonstrating the city's commitment to investing in education.
The policy will start to be applied from the 2020-2021 school year for preschool to secondary school students and will be expanded to high school level from the 2021-2022 school year. In particular, not only public students, but also non-public students are entitled to tuition support policies - demonstrating humanity and being very popular with the people.
According to many parents, the tuition exemption policy for preschool, primary, secondary and high school children not only helps reduce the financial burden on families, but also creates more motivation for them to strive to study and improve their journey to conquer knowledge.
According to the Department of Education and Training of Hai Phong City, there are currently more than 700 educational institutions with about 500,000 students. From the 2020 - 2021 school year to now, the city has spent more than 1,000 billion VND from the budget to support tuition fees for students from kindergarten to high school - about 300 billion VND per year.

After 5 years of implementation, the tuition exemption policy has clearly paid off. According to the Department of Education and Training of Hai Phong City, the policy has practically supported many low-income families, contributing to maintaining a stable student population and ensuring learning opportunities for all children. Since then, Hai Phong has continued to maintain the results of popularizing primary and secondary education, moving towards popularizing high school.
In addition to the tuition exemption policy, Hai Phong also prioritizes the allocation of thousands of billions of VND to build facilities and school equipment at all levels in the direction of standardization, modernization, synchronization, meeting the requirements of teaching and learning in the new situation, mobilizing resources to prioritize educational development.
As a result, the quality of education has been increasingly improved; facilities are spacious and modern.The rate of mobilizing young people of school age to go to school reached 100%; 14 districts of the city all meet the standards for high school generally education and vocational education according to the criteria of mobilization rate and training efficiency.The quality of mass and spearhead education is both focused on.
For 26 consecutive years, Hai Phong City has continued to be in the top of the country in terms of excellent student achievements, continuously having students win medals at international and regional competitions; the university exam score is always high, contributing to affirming the city's solid position on the "educational map" of Vietnam.

From Hai Phong's policy model, the Government decided to implement nationwide tuition exemption for public students from preschool to high school starting from September 2025. With the implementation of policies to encourage, support and develop education and training, it will create a next generation with adequate knowledge and capacity to build and develop the country.
