Consider paying tuition support directly to learners

The drafting agency proposes that the Government study and regulate the payment of tuition support by the method of direct payment to learners.

This is the information stated in the report on reviewing the draft Resolution of the National Assembly on tuition exemption and support for preschool children, primary school students, and students studying general education programs at educational institutions in the national education system.

Chairman of the Committee on Culture and Society Nguyen Dac Vinh basically agreed with the scope of regulation and subjects of application of the draft Resolution.

Propose that the drafting agency review the beneficiaries of the policy. In case of expanding the policy beneficiaries such as Submission No. 283/TTr-CP, the Government needs to report to competent authorities for comments on the conclusion so that the National Assembly has a basis for institutionalization, decision and implementation.

Some opinions say that the draft Resolution should not re-regulate the subjects of learners who have enjoyed tuition policies as prescribed in Article 99 of the Law on Education to avoid duplication.

The Committee basically agreed with the policy of tuition exemption for preschool children, primary school students, and those studying general education programs at public educational institutions; support tuition for preschool children, primary school students, and those studying general education programs at private and public educational institutions of the draft Resolution.

Regarding the method of paying tuition support for preschool children, primary school students, and those studying general education programs at private and non-public educational institutions, based on the opinion of the National Assembly Standing Committee, the Committee proposed that the Government study and regulate the payment of tuition support for this group of subjects by the method of providing directly to learners.

According to the Government's Submission No. 283/TTr-CP, the total state budget funding demand to exempt tuition fees and support tuition fees from the 2025-2026 school year for subjects under the draft Resolution is estimated at VND31.4 trillion/school year (of which, the public sector is VND28.7 trillion; the private sector is VND1.9 trillion and VND774 billion for continuing education institutions and other educational institutions).

Currently, the total state budget has not collected, exempted, or supported tuition fees since September 1, 2025 according to current law regulations, which is 22.4 trillion VND (21.8 trillion VND for the public sector; 0.6 trillion VND for the private sector).

Thus, the additional state budget that must be ensured when implementing the policy under this Resolution is about 9 trillion VND/school year (public sector is 6.9 trillion VND; private sector is 1.3 trillion VND; tuition exemption and support for students studying general education programs at continuing education institutions and other educational institutions is 774.2 billion VND).

The budget level that needs to be ensured in each locality depends on the tuition payment regulations decided by the Provincial People's Council.

Therefore, it is recommended that the drafting agency carefully assess the ability to balance the budgets of localities, especially localities with difficult socio-economic conditions.

Add the implementation cost for students studying general education programs at continuing education institutions and other educational institutions to the total state budget funding needs to exempt and support tuition fees from the 2025-2026 school year for subjects according to the draft Resolution.

At the same time, it is recommended that the Government adjust the 2025 budget estimate for tasks arising in 2025 in conjunction with the implementation of this Resolution.
