The Ministry of Education and Training is seeking opinions on the draft Circular regulating codes, appointments and salary classification for teachers teaching in public educational institutions.
In particular, Article 10 of the draft Circular stipulates the appointment and salary arrangement for primary school teachers. Specifically as follows:
1. Officials who are teaching at public vocational training institutions that meet the standards of professional ethics and training and fostering qualifications prescribed in the Primary Teacher's Vocational Regulations are appointed to the corresponding professional title according to the provisions of Clause 6, Article 2 of this Circular as follows:
a) Appointment to the professional title of elementary school teacher - Code V.09.02.09 for teachers of vocational education (grade IV) - Code V.09.02.09 or practical vocational education teacher (grade III) - Code V.09.02.08;
b) Appointment to the professional title of primary school teacher - Code V.09.02.10 for teachers of primary vocational education (grade II) - Code V.09.02.06;
c) Appointment to the professional title of senior primary school teacher - Code V.09.02.11 for senior vocational education teachers (grade I) - Code V.09.02.05.
2. Officials appointed to the positions of primary school teachers as prescribed in this Circular shall apply the corresponding salary table issued with Decree No. 204/2004/ND-CP, specifically as follows:
a) Primary school teachers - Code V.09.02.09, are subject to the salary coefficient of type B civil servants from salary coefficient 1.86 to salary coefficient 4.06;
b) Main primary school teachers - Code V.09.02.10, are subject to the salary coefficient of type A2 civil servants group 1 (A2.2) from salary coefficient 4.0 to salary coefficient 6.38;
c) Senior primary school teacher - Code V.09.02.11, is subject to the salary coefficient of type A3 civil servants group 2 (A3.2), from salary coefficient 5.75 to salary coefficient 7.55.
