According to the decision signed on October 1, Chairman of the Provincial People's Committee Nguyen Hoai Anh will lead and comprehensively manage the activities of the Provincial People's Committee; directly direct the fields of provincial planning, socio-economic development plans, state budget revenue and expenditure estimates, investment policies for key projects; national defense - security, inspection, corruption prevention, foreign affairs, administrative reform, organizational apparatus and personnel work.
Mr. Nguyen Hoai Anh monitors and directs the departments: Finance, Home Affairs, Inspectorate, Police, Provincial Military Command and Nghi Son Economic Zone Development Program and industrial parks.
Vice Chairman of the People's Committee of Mai Xuan Liem province is assigned to be in charge of the following areas: urban - rural planning, industry, energy, transportation, construction, resources - environment, agriculture and rural development, natural disaster prevention - search and rescue.
Mr. Liem is also in charge of finance, budget, public investment, infrastructure development programs, new rural construction and development of Nghi Son Economic Zone. Vice Chairman Mai Xuan Liem monitors and directs the departments: Construction, Industry and Trade, Agriculture and Environment, Provincial People's Committee Office, Nghi Son Economic Zone Management Board and industrial parks.
The Vice Chairman of the People's Committee of Dau Thanh Tung province helps the Chairman monitor the following areas: health, education - training, culture - sports, labor - war invalids and society, ethnicity, science - technology, digital transformation, tourism, foreign affairs, justice, administrative reform, investment promotion, religious work and social security.
Mr. Tung directed the departments: Health, Education and Training, Culture - Sports and Tourism, Science - Technology, Justice, Ethnicity and Religion, Foreign Affairs, Statistics, along with universities and social insurance agencies in the area.
The Decision also clearly stipulates the principles of coordination, personal responsibility regimes and work handling mechanisms between the Chairman and Vice Chairmen, ensuring no overlap, promoting collective strength in direction and management. At the same time, the Department of Home Affairs was assigned to review and improve the councils and steering committees, streamline the organization, and improve operational efficiency.
This decision takes effect from October 1, 2025, replacing previous assigned decisions issued in the period of 2021 - 2025.
Previously, the People's Committee of Thanh Hoa province continuously made changes and adjustments in assigning leadership tasks after Mr. Le Duc Giang - Vice Chairman in charge of the field of natural resources and agriculture was prosecuted on July 2, 2025; Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi was prosecuted on September 12, 2025; and Mr. Do Minh Tuan - Chairman of the Provincial People's Committee was allowed to retire early from September 12, 2025.
