School slow to buy health insurance cards for dozens of students

Dak Lak - An elementary school in Buon Ma Thuot city is slow to buy health insurance cards for dozens of students, greatly affecting their rights.

On September 27, the Department of Education and Training of Buon Ma Thuot City (Dak Lak Province) informed that the unit had received a report from Mac Thi Buoi Primary School about the delay in purchasing health insurance cards for students.

Accordingly, the Department of Education and Training has directed the school to urgently resolve the issue to ensure the rights of medical examination and treatment for the students.

According to Ms. H (residing in Ea Tu commune, Buon Ma Thuot city, Dak Lak), Mac Thi Buoi Primary School did not buy a health insurance card for her child. Therefore, the child lost the right to go to the doctor and get medical treatment.

According to Ms. H, at the beginning of the 2023-2024 school year, she paid 632,000 VND to the school office to buy a 1-year health insurance card for her child. At this time, although the school did not issue new health insurance cards, Ms. H thought that when going to the doctor, she only needed to bring the health insurance card from previous years and the card number to be valid and enjoy the benefits. In July 2024, Ms. H took her child to the doctor and was told by the doctor to be hospitalized for treatment. However, at this time, the hospital informed that her child's health insurance card had expired for 7 months.

“Because I was worried about my child’s condition, I agreed to pay the entire hospital bill of more than 3 million VND for my child’s treatment. After that, I went to the school to ask about the matter and was informed that the school office did not renew the health insurance cards for many students; including my child,” said Ms. H.

According to the investigation, 87 students of Mac Thi Buoi Primary School paid for health insurance cards for the school since the previous school year but the school did not buy them. Mr. Pham Dinh Lai - Principal of Mac Thi Buoi Primary School confirmed that the unit is urgently handling the purchase of health insurance cards for students.

The incident was caused by the school’s secretary and treasurer being late in purchasing health insurance cards for students. When discovered, the school instructed this person to immediately filter out the missing cases to buy cards and refund the money for the months when health insurance was not paid.

For students who have paid for health insurance but were not able to purchase it and during the time they did not have the card, went to the doctor or were hospitalized and incurred expenses, the secretary and treasurer is responsible for compensating the entire amount.
