The Congress was attended by 125 delegates representing the intelligence and high solidarity of the Dong Da Ward Trade Union, representing 87 grassroots trade unions with over 6,000 union members.
According to the Political Report at the Congress, after its establishment (September 10, 2025), Dong Da Ward Trade Union has urgently stabilized the organization, assigned tasks to each Executive Committee member, issued clear operating regulations, assigned tasks at the same time proactively coordinated with organizations, focused on implementing the first tasks, and laid the foundation for a new development stage.
At the congress, delegates approved the Political Report, decided on targets, directions, tasks and solutions for the 2025 - 2030 term; Discussed and contributed opinions to the Draft Report of the Executive Committee of the 17th City Labor Federation, submitted to the 18th Hanoi City Labor Union Congress; Announced the Decision to appoint the Executive Committee, Standing Committee, Inspection Committee and positions of Dong Da Ward Trade Union officials for the 1st term, 2025 - 2030 term; decided to appoint delegates to attend the 18th Hanoi City Trade Union Congress.
For the 2025 - 2030 term, with the motto of "Solidarity - Democracy - Discipline - Innovation - Development", the Ward Union sets a number of goals such as striving to achieve and exceed the annual targets for developing union members and establishing grassroots unions assigned by the City Labor Federation. Every year, 70% or more of non-state enterprises organize Workers' conferences and develop regulations and organize dialogues at the workplace.
85% of enterprises and units with trade unions negotiate and sign Collective Labor Agreements according to the provisions of law. 100% of key union officials at all levels are trained in union work. Establish 100% of mass Women's Committees at grassroots Trade Unions with over 10 female union members...
The Congress also identified 8 key tasks and solutions. One of them is to improve the quality of activities to care for union members and workers. Promote and replicate models of effective care for the practical benefits of union members. Finding resources, effectively implementing signed cooperation agreements with partners, proactively finding new service partners to ensure workers' rights and better benefits...
In order for the Dong Da Ward Trade Union to closely follow the policies of the General Confederation of Labor and the Standing Committee of the Hanoi City Labor Federation, Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung suggested and emphasized a number of key tasks that the Dong Da Ward Trade Union should pay attention to implementing in the 2025 - 2030 term.
One of them is that the Ward Union needs to conduct a comprehensive review of the situation of union members, workers and units, enterprises, and production and business establishments in the area to effectively serve key groups of tasks, such as management, care, representation and protection of the legitimate rights and interests of union members and workers. Proactively coordinate with authorities and employers to organize welfare activities, support the material and spiritual life of union members. Strengthen dialogue and collective bargaining, contributing to building harmonious, stable and progressive labor relations. Develop union members, establish grassroots unions...
According to the Decision on appointment announced at the Congress, the Executive Committee of Dong Da Ward Trade Union consists of 9 people, Ms. Nguyen Thi Dieu Linh was appointed to hold the position of Chairwoman of the Ward Trade Union for the 2025 - 2030 term.
