Resolution 265/2025/QH15, 10th Session, 15th National Assembly, the National Assembly assigned the Government:
Adjusting some types of allowances, base salary levels, pensions, social insurance allowances, monthly allowances, preferential allowances for people with meritorious services, social allowances, social pension allowances according to Conclusion 206-KL/TW dated November 10, 2025 of the Politburo.
The Prime Minister has issued Official Dispatch 38/TTg-QHĐP in 2026 on the implementation of the Resolution at the 10th Session, 15th National Assembly.
Accordingly, to seriously, promptly and effectively implement Resolution 263/2025/QH15 to continue implementing the Resolutions of the 14th and 15th National Assemblies on thematic supervision and questioning and Resolution 265/2025/QH15 on the 10th Session, 15th National Assembly, the Prime Minister has issued Official Dispatch 38/TTg-QHĐP in 2026 guiding:
In March 2026, the Government requested to adjust pensions, adjust the base salary and some types of allowances, social insurance allowances, monthly allowances, preferential allowances for people with meritorious services, social allowances, and social pension allowances according to Conclusion 206-KL/TW in 2025.
However, the documents from when the National Assembly assigned the Government to implement to when the Government issued the official dispatch for implementation only mentioned the increase in the base salary in March 2026, while the time of application of these increases has not yet had specific guiding documents.
This will happen in 3 cases regarding the time of application of the new base salary to replace the base salary of VND 2.34 million as follows:
First, it may be applied at the same time as the new increase (March 2026);
Second, the new increase may be retroactively applied. For example: if there is an increase in March 2026, the application time may be before March.
Third, it may be applied after March 2026.
Recently, the Prime Minister also just issued Decision 282/QD-TTg on the Key State Administrative Reform Plan for the period 2026-2030, which emphasizes the requirement to build salary and bonus reforms and diversify preferential policies for cadres, civil servants, and public employees right in 2026.
