To seriously, promptly and effectively implement Resolution 263/2025/QH15 to continue implementing the Resolutions of the 14th and 15th National Assemblies on thematic supervision and questioning and Resolution 265/2025/QH15 on the 10th Session, 15th National Assembly, the Prime Minister has issued Official Dispatch 38/TTg-QHĐP in 2026 guiding the implementation:
In March 2026, the Government requested to adjust pensions, adjust the base salary and some types of allowances, social insurance allowances, monthly allowances, preferential allowances for people with meritorious services, social allowances, and social pension allowances according to Conclusion 206-KL/TW in 2025.
The Prime Minister has also just issued Decision 282/QD-TTg on the Key State Administrative Reform Plan for the period 2026-2030, which emphasizes the requirement to build salary and bonus reforms and diversify preferential policies for cadres, civil servants, and public employees in 2026.
Decree 76/2019/ND-CP stipulates policies for cadres, civil servants, public employees, laborers and salaried earners in the armed forces (People's Army, People's Police and cryptography) working in areas with particularly difficult socio-economic conditions, including:
Allowance for attracting; long-term work allowance; first-time allowance; allowance for purchasing and transporting fresh and clean water; one-time allowance when transferring to work out of areas with particularly difficult socio-economic conditions or when retiring; payment for train and bus fares; allowance for sightseeing, studying, professional and nghiệp vụ training; preferential allowance according to profession; mobile allowance and allowance for teaching ethnic minority languages for teachers and educational administrators.
If the base salary increases, it will more or less affect the allowances and subsidies of cadres, civil servants, public employees and armed forces in Decree 76/2019/ND-CP.
There are groups of allowances and subsidies that will be directly affected, this group is calculated based on the formula:
Allowance level = Base salary x benefit coefficient.
This group includes 3 items: Long-term work allowance; First-time allowance; Mobile allowance.
