1. Ho Chi Minh City
On August 28, 2025, the Ho Chi Minh City People's Council passed Resolution 27/2025/NQ-HDND regulating the payment of additional income according to Resolution 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (replacing Resolution 08/2023/NQ-HDND dated September 19, 2023).
Article 3 of this Resolution stipulates the level of additional income payment as follows:
Article 3. Additional income expenditure
1. The maximum additional income payment is 1.8 times the salary scale, rank, and position for the subjects specified in Clause 1, Clause 2, Clause 3, Clause 6, Article 2 of this Resolution.
2. Spending an additional income of a maximum of VND 3,000,000/person/month for the remaining subjects as prescribed in Article 2 of this Resolution.
3. The City People's Committee shall submit to the City People's Council a specific decision on the level of additional income expenditure according to the coefficient and the specific amount in the annual budget estimate.
2. Hanoi
At the end of 2024, the Hanoi People's Council passed Resolution 46/2024/NQ-HDND (effective from January 1, 2025) stipulating additional income for cadres, civil servants, and public employees working in State agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are fully guaranteed by the State budget under the management of Hanoi City (implementing Clause 3, Clause 4, Article 15 and Clause 1, Article 35 of the Capital Law 2024).
Article 5 of this Resolution stipulates the plan for additional income payment as follows:
Article 5. Plan to pay additional income
Additional income expenditure of agencies and units shall be implemented according to the plan as follows:
1. 0.5 times the basic salary fund to pay additional monthly income to all existing cadres, civil servants and public employees of the agency or unit that is eligible according to the salary coefficient of current salary scale and position.
2. 0.3 times the remaining basic salary fund to pay additional income at the end of the year for cadres, civil servants and public employees of the agency or unit who are assessed and classified annually from completing tasks and above. The head of the agency or unit is responsible for specifying the expenditure plan for cadres, civil servants and public employees who are assessed and classified annually to ensure the payment of additional income according to the principles of the Resolution and the provisions of the Capital Law.
3. Hai Phong
On November 13, 2025, the Hai Phong City People's Council passed a Resolution regulating the level of additional average income for cadres, civil servants, and public employees working in government agencies, the Party, organizations, and associations assigned by the Party and the State under the management of Hai Phong City.
According to Resolution 29 of the Hai Phong City People's Council, cadres and civil servants who have completed their tasks well or better will enjoy an additional income coefficient of 0.8; if they complete their tasks well, they will receive an additional income coefficient of 0.8; if they complete their tasks, they will receive an additional income coefficient of 0.6. For civil servants, the two levels are 0.6 and 0.4, respectively. This policy is built on the basis of evaluating work efficiency at agencies and units.
The payment period and the average additional income payment for cadres, civil servants and public employees will be from July 1, 2025 to December 31, 2026. The source of funding for additional average income payments for cadres, civil servants and public employees is the remaining source of funding for salary reform, including: the source of funding for salary reform at the provincial and commune levels.
