On November 11, 2025, the Ministry of Justice issued Circular 21/2025/TT-BTP amending Circular 02/2017/TT-BTP on the management of civil servants, public employees and workers in the civil judgment enforcement system.
Circular 21/2025/TT-BTP has amended and supplemented Article 57 of Circular 02/2017/TT-BTP on the form and time of the exam.
Accordingly, those who register for the primary Executive exam must take multiple-choice tests on a computer, including:
(1) Legal exam on civil judgment enforcement:
- Exam format: Test on computer.
- Exam time: 45 minutes.
- The content of the exam and the number of questions for each exam are decided by the Minister of Justice.
Applicants who answer 50% or more of the questions correctly will be allowed to take the civil judgment enforcement skills test.
(2) Civil Judgment Enforcement Skills Test:
- Exam format: Test on computer.
- Exam time: at least 90 minutes, maximum 180 minutes.
- Exam content: at least 60 questions, at most 120 questions on specific situations in civil judgment enforcement.
The exam time and the number of questions for the civil judgment enforcement skills test of each exam are decided by the Minister of Justice.
The previous exam format could include an essay, a question-and-answer session, or multiple-choice questions depending on the period, there were no unified regulations on the minimum - maximum level of questions, the exam time was not specifically regulated as at present.
The new regulation also adjusts the scoring method - increasing the weight of skill cards in Article 58. Accordingly, the method of scoring the exams is as follows:
- The test is scored on a scale of 100.
- The scores of the exams are calculated as follows:
The legal exam on civil judgment enforcement is calculated at a coefficient of 1, the civil judgment enforcement skills exam is calculated at a coefficient of 2.
The old regulation did not state coefficients or applied flexible coefficients depending on the period. The previous skill test was not classified as a higher weight test.
The new Circular also stipulates the addition of 10 points for local civil servants with developed socio-economic conditions to register for the exam to the enforcement agency at: border areas, islands, and areas with special difficulties.
