Youme Law Firm LLC said that the Government has issued Decree 67/2025/ND-CP on amending and supplementing a number of articles of Decree 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the apparatus of the political system. In particular, some subjects are added to receive severance pay according to Decree 178, specifically as follows:
Article 1 of Decree 67/2025/ND-CP stipulates:
9. Amend and supplement the names and references of Article 9 as follows:
Article 9. The policy on resignation for cadres, civil servants and people working at associations is stipulated in Point a, Point b, Point g, Clause 1 and Clause 3, Article 2 of this Decree.
Cadres and civil servants who are 2 years or more old and have reached the retirement age specified in Appendix I and Appendix II issued with Decree No. 135/2020/ND-CP and are not eligible for the early retirement policy specified in Articles 7 and 7a and 7b of this Decree, if they retire, will enjoy the following benefits.
10. Amend and supplement the names and references of Article 10 as follows:

Civil servants and employees who are 2 years or more old and have reached the retirement age specified in Appendix I and Appendix II issued with Decree No. 135/2020/ND-CP and are not eligible for the early retirement policy specified in Articles 7 and 7a and 7b of this Decree, if they retire, will enjoy the following benefits:.
Thus, all 5 subjects receiving severance pay under Decree 178, including:
- Civil servants and public employees who do not hold leadership or management titles or positions;
- Commune-level cadres and civil servants;
- People working under labor contracts for certain types of jobs in administrative agencies and public service units as prescribed by law before January 15, 2019 and people working under labor contracts are subject to the same policy as civil servants (hereinafter referred to as employees);
- Cadres, civil servants, and public employees in agencies, organizations, and units specified in Clause 1, Clause 2, Clause 3, and Clause 5, Article 1 of Decree 178/2024/ND-CP, amended and supplemented by Clause 1, Article 1 of Decree 67/2025/ND-CP, who wish to retire to facilitate the arrangement of the number of cadres, civil servants, and public employees in leadership and management according to the provisions of law in the implementation of the arrangement of the apparatus of the political system.
- People working within the staffing quota and receiving salaries from the state budget at associations assigned by the Party and the State at the central, provincial and district levels are directly affected by the implementation of organizational arrangement, consolidation and consolidation.
