According to the Hanoi Employment Service Center (Center), in the first 6 months of 2025, the Center has advised the Hanoi Department of Home Affairs to issue a decision to revoke 166 decisions on unemployment benefits, an increase of 35% over the same period last year. Those who take advantage of the unemployment insurance policy must return the incorrect amount; pay the fine according to regulations on administrative sanctions.
According to the Center, the reasons why workers take advantage of unemployment insurance policies are: Employees do not fully understand unemployment insurance policies; do not fully read regulations on unemployment insurance, so they accidentally have to pay. Employees proactively do not declare the status of having jobs, in order to continue receiving unemployment benefits; leading to overcharging, overcharging and violating unemployment insurance regimes and policies.
Sharing about the act of taking advantage of unemployment insurance policies, the Center said that unemployment insurance is a very humane policy, a lifeline to support workers going through difficult times when they lose their jobs. However, there are still cases of unemployment benefits that are not regulated, called taking advantage of unemployment insurance policies.
To reduce the situation of taking advantage of unemployment insurance policies, it is necessary to increase propaganda and raise awareness of workers so that they understand and do not violate regulations. Employees must understand their rights and responsibilities when participating in unemployment insurance.
To date, there are still no tools to detect cases of workers who have violated regulations on unemployment insurance. The center has not been connected about data software with social insurance agencies, so it is not possible to detect from the beginning that employees have jobs to stop advising on decisions to receive unemployment benefits for employees.
The benefits of unemployment insurance policies are increasingly sophisticated and tend to increase. Employees or employers use fraudulent tricks to forge records and information to receive unemployment benefits that are not in accordance with regulations, causing damage to the unemployment insurance fund and other employees.
