Conditions for receiving unemployment benefits
According to the provisions of the Law on Employment, employees who want to receive unemployment benefits after quitting their jobs must meet the conditions for terminating their labor contracts with the employer, except in cases where they unilaterally terminate their contracts illegally or receive monthly pensions and allowances for loss of working capacity.
At the same time, employees need to pay unemployment insurance for at least 12 months in the 24 months before the contract is terminated; have submitted documents to the employment service center on time (3 months from the date of termination of the labor contract).

Highest salary for unemployed workers in 2025
According to Article 50 of the 2013 Law on Employment, the level, time, and time of unemployment benefits are stipulated as follows:

1. The monthly unemployment benefit is equal to 60% of the average monthly salary for unemployment insurance (UI) contributions for the 6 consecutive months before unemployment, but not exceeding 05 times the basic salary for employees subject to the salary regime prescribed by the State or not exceeding 5 times the regional minimum wage prescribed by the Labor Code for employees paying UBV according to the salary regime decided by the employer at the time of termination of the labor contract or employment contract.
2. The period of unemployment benefits is calculated based on the number of months of unemployment insurance contributions, for every 12 months to 36 months of contributions, they will receive 3 months of unemployment benefits, then for every additional 12 months of contributions, they will receive 1 additional month of unemployment benefits but not exceeding 12 months.
3. The time to receive unemployment benefits is calculated from the 16th day, from the date of submitting a complete application for unemployment benefits as prescribed in Clause 1, Article 46 of this Law.
Accordingly, in 2025, the maximum unemployment benefit level is as follows:
- For cadres, civil servants, public employees and armed forces, the maximum unemployment benefit level is:
5 x 2,340,000 = 11,700,000 VND
- For employees working under labor contracts, the maximum unemployment benefit level is as follows:
+ Workers in region 1 = 5 x 4,960,000 = 24,800,000 VND/month
+ Workers in region 2 = 5 x 4,410,000 = 22,050,000 VND/month
+ Workers in region 3 = 5 x 3,860,000 = 19,300,000 VND/month
+ Employees working in region 4 = 5 x 3,450,000 = 17,250,000 VND/month.
