On December 25, the People's Committee of Khanh Hoa province announced that it had just issued a document directing the implementation of solutions to overcome the situation of outstanding debts and evasion of social insurance (SI) and health insurance (HI) payments.
By the end of September 2024, the whole province had 770 units owing social insurance for 3 months or more with a debt of 49.7 billion VND.
Through reviewing and comparing national social insurance data, there are currently 184 enterprises that have not participated in social insurance with a total of 929 employees who have settled personal income tax but have not participated in social insurance; 631 enterprises (that have participated in social insurance but have not participated in all employees) with a total of 4,672 employees who have settled personal income tax but have not participated in social insurance.
Based on this reality, the People's Committee of Khanh Hoa province requests the Provincial Police, the Provincial Federation of Labor, the Provincial Tax Department, departments, branches, and sectors to implement social insurance and health insurance policies at the provincial and district levels, and the interdisciplinary working group to collect social insurance and health insurance debts at the provincial and district levels according to their functions, tasks, and scope of management, to proactively coordinate with the Provincial Social Insurance to strengthen the implementation of solutions to overcome the situation of arrears and evasion of social insurance and health insurance payments in the province in the last 2 months of 2024 and the following years.
For units that owe social insurance for 3 months or more and enterprises that show signs of evading social insurance payments, when conducting inter-sectoral inspections and audits, it is necessary to include the content of social insurance arrears and evasion in the inspection and audit contents.
Khanh Hoa Provincial People's Committee also assigned the provincial Social Insurance to proactively coordinate with relevant agencies, units and localities to review and provide a list of units that owe social insurance for 3 months or more and enterprises showing signs of evading social insurance payments in the province to implement effective debt collection and handling solutions for evading payment; periodically report to the provincial People's Committee on a monthly basis.
