This morning (September 16), the National Assembly voted to pass the Law on Teachers.
The results of the electronic vote showed that 451/460 delegates present voted in favor, accounting for 96.23%.
Before the National Assembly voted, on behalf of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh reported on the acceptance, explanation, and revision of the draft Law on Teachers submitted to the National Assembly for approval.

Mr. Vinh said that after receiving and revising, the draft Law consists of 9 chapters and 42 articles, reducing 4 articles compared to the draft Law submitted to the National Assembly at the beginning of the 9th Session and reducing 8 articles compared to the draft Law submitted to the 8th Session.

There are opinions suggesting adding a provision prohibiting teachers from teaching extra classes in violation of legal regulations, prohibiting extra classes for students that teachers are directly teaching; and clarifying the organization and individual that are not allowed to post or disseminate information about teachers.
The National Assembly Standing Committee would like to report: The Draft Law does not prohibit extra teaching, only stipulates that teachers are not allowed to force students to participate in extra classes in any form to overcome the widespread situation of extra teaching. The requirement that teachers are not allowed to teach extra classes to students that they are directly teaching is currently stipulated in the Circular on extra classes of the Ministry of Education and Training.
Incorporating the opinions of National Assembly deputies on regulations related to posting and disseminating information about teachers, the draft Law is revised in the direction of stipulating that organizations and individuals are not allowed to post or disseminate information that stipulates the responsibilities of teachers in professional activities without the conclusion of competent authorities.
Regarding salary, allowance, support and attraction for teachers (Articles 25, 26, 27), the National Assembly Standing Committee said that the regulation that teachers are entitled to the highest salary and allowance in the administrative career salary scale aims to institutionalize the Party's policy on teacher policies; not contrary to the spirit of salary policy reform.
"Regarding the salary of teachers in the non-public sector, it is necessary to follow the principle of agreement, therefore, the draft Law has been revised in the direction of implementation according to the provisions of the law on labor" - Mr. Vinh said.
Regarding the probationary and probationary regime and labor contracts for teachers, taking into account the opinions of National Assembly deputies, the draft Law has been revised in the direction of removing regulations on probationary and probationary regimes; probationary and probationary regimes implemented according to the Law on Civil Servants and related laws; converting the content of Article 17 of the draft Law before revising the regulations on contracts for teachers into Clause 5, Article 14 of the draft Law regulating teacher recruitment.
This Law on Teachers will take effect from January 1, 2026.
