The largest social housing project in the province lacks land
The Cat Tuong Smart City Social Housing Project (Yen Phong, Bac Ninh) has a total area of 9.4 hectares, a total investment of VND 1,778 billion - one of the largest social housing projects in Bac Ninh province today.
The project has now been handed over about 9 hectares of land, the investor has basically completed the construction of the blocks of houses in the project. At the same time, it has opened for sale in 3 phases with nearly 1,000 apartments, receiving great attention from workers and low-income people in the area.
However, speaking with a reporter from Lao Dong Newspaper, a representative of the Investor of the Cat Tuong Smart City social housing project said that up to now, the project still has 0.4 hectares that have not been handed over the site. This is the area where schools, medical stations and cultural houses are expected to be built in the project.
"The land area has not been cleared yet, which is an old cemetery in the locality, so site clearance is very difficult, especially because there is no new cemetery to serve the relocation", Mr. Pham Tien Dung - Chairman of the Board of Directors of Cat Tuong Joint Stock Company, the project investor - informed.
In addition to land problems, according to research, the development of social housing in Bac Ninh also has some bottlenecks affecting the local social housing development targets such as the number of projects with clean land in the 20% land fund reserved for social housing construction, but currently investors have not implemented or have invested but are slow.
Typical examples include commercial housing, social housing and commercial centers in Dai Dong commune; Golden Park social housing area, Phuong Lieu ward. Some projects are under construction but the progress is still slow; some projects have difficulty in applying preferential mechanisms according to the Housing Law 2023.
Quickly get involved in removing obstacles
According to the Department of Construction of Bac Ninh province, there have been 71 social housing projects in the province with a total land area of about 255 hectares. When completed, the projects will meet about 9.12 million square meters of floor space with about 102,390 apartments. Of these, 26 projects have been completed, 5 projects have been partially completed with a total of 20,726 apartments. The remaining 45 projects are being implemented; organizing compensation and site clearance for investment and construction.
Among the social housing projects being implemented, there are 17 projects with difficulties in compensation and site clearance such as: Cat Tuong Smart City Social Housing Area, Yen Trung commune; investment project to build workers' and commercial housing areas, industrial park services, Yen Phong commune...
Vice Chairman of the Provincial People's Committee Pham Van Thinh directed the Department of Construction to continue to promote the dissemination of housing laws, especially the Housing Law 2023 and regulations related to the development and management of social housing.
At the same time, it is required that departments, branches and localities coordinate closely to remove obstacles in the process of preparation and investment in construction.
In addition, the work of reviewing and supplementing urban and industrial park planning needs to be focused on to ensure sufficient land funds for social housing development, including accommodation for workers and armed forces.
For urban area projects with a 20% land fund for social housing construction that are still valid, Mr. Pham Van Thinh assigned the Department of Construction to preside over and coordinate with the People's Committees of relevant localities to urge investors to urgently review and arrange resources, and soon start construction; departments and branches need to focus on supporting the settlement of administrative procedures.
