Article 71 of Decree 170/2025/ND-CP stipulates as follows:
Implementation effectiveness
1. This Decree takes effect from July 1, 2025.
2. The following legal documents expire from the effective date of this Decree:
a) Decree No. 06/2010/ND-CP dated January 25, 2010 of the Government stipulates who are civil servants;
b) Decree No. 46/2010/ND-CP dated April 27, 2010 of the Government regulating termination of employment and retirement procedures for civil servants;
c) Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government regulating the recruitment, use and management of civil servants;
d) Decree No. 06/2023/ND-CP dated February 21, 2023 of the Government regulating the quality control of civil servant input;
d) Decree No. 116/2024/ND-CP dated September 17, 2024 of the Government amending and supplementing a number of articles of Decree No. 138/2020/ND-CP dated November 27, 2020 regulating the recruitment, use and management of civil servants and Decree No. 06/2023/ND-CP dated February 21, 2023 regulating the quality control of civil servant input.
3. Repeat relevant regulations on commune-level civil servants in Decree No. 33/2023/ND-CP dated June 10, 2023 of the Government regulating commune-level cadres, civil servants and part-time workers at the commune level, in villages and residential groups.

Thus, from July 1, 2025, Decree 170/2025/ND-CP takes effect, stipulating the cancellation of relevant regulations on commune-level civil servants in Decree 33/2023/ND-CP, including the cancellation of regulations on salaries.
