Decree 154/2025/ND-CP regulates staff streamlining (effective from June 16, 2025).
According to Clause 2, Article 8 of the decree, subjects under 45 years old, with health, sense of responsibility and sense of organization and discipline but taking on jobs that are not suitable in terms of training qualifications, training majors, and wish to quit their jobs will be given the opportunity by the agency, organization or unit to study a trade before quitting their job, find a new job on their own, and enjoy the following benefits:
a) Receive the full current salary and be paid social insurance, health insurance, unemployment insurance by the agency or unit (if participating in unemployment insurance) during the time of vocational training, but the maximum period of benefit is 6 months;
b) Receive a subsidy of one vocational training fund equal to the cost of a vocational course, with a maximum of 6 months of current salary paid to a vocational training institution;
c) After finishing vocational training, they will be subsidized with 3 months of current salary at the time of studying to find a job;
d) Receive a subsidy of 0.5 months of current salary for each year of work with social insurance contributions;
d) During the time of vocational training, continuous working time is counted but seniority is not counted to increase the regular salary level every year.
e) Receive a period of compulsory social insurance payment or receive one-time social insurance according to the provisions of the law on social insurance.
Commune-level civil servants are one of the subjects applying this Decree (according to Clause 1, Article 2 of the decree). Thus, commune-level civil servants who are under 45 years old, have health, sense of responsibility and sense of organization and discipline but are taking on jobs that are not suitable in terms of training qualifications, training majors, and wish to quit their jobs will be given the opportunity by the agency, organization or unit to study a trade before quitting their job, find a new job on their own, and enjoy the above regimes.
