The Government issued Decree No. 209/2025/ND-CP amending and supplementing a number of articles of 11 Government Decrees under the state management of the Ministry of National Defense. The Decree takes effect from July 21, 2025.
Decree No. 209/2025/ND-CP amends and supplements a number of articles of Decree No. 78/2020/ND-CP dated July 6, 2020 of the Government on reserve officers of the Vietnam People's Army, in which Point a and Point b, Clause 5 are amended and supplemented as follows:
a) The health book of reserve officers is established by the commune-level medical facility and managed by the commune-level Military Command; the results of the health check-up of reserve officers are fully recorded in the health book of each reserve officer for management;
b) The health examination form of the subjects selected for training reserve officers shall be based on the form of a health examination for military service and military admission issued by the Commune-level Health Examination Council; when the health examination is completed, it shall be handed over to the Commune-level Military Command (the subjects are cadres, civil servants, public employees; citizens with university degrees or higher and reserve non-commissioned officers) or handed over to a higher education institution (for students upon graduation from university) to complete the training dossier for reserve officers.
Reference Point a, Point b Clause 5 of Decree No. 78/2020/ND-CP stipulates as follows:
a) The health book of reserve officers is prepared by the district-level health inspection team and managed by the district-level Military Command; the results of the health inspection of reserve officers are fully recorded in the health book of each reserve officer for management; b) The health certificate of the subject selected for training as reserve officers is prepared according to the form of the military service health examination form, military enrollment established by the district-level health examination council; when organizing the health examination, hand over to the district-level Military Command (oce equivalent of cadres, civil servants, public employees; citizens who have graduated from university and are below the reserve officers) or hand over to a university (for students who have graduated from university) to complete the reserve officer training dossier; Thus, from July 21, 2025, the District Military Command will replace the district-level health book as previously prescribed by the District Military Command.
