Regarding key tasks, the draft Report sets out 5 key tasks including:
- Building a truly clean Party Committee, comprehensively strong in politics, ideology, organization and ethics, capable of comprehensively leading political tasks, being a core of solidarity and exemplary in the political system;
- Focus on perfecting the organizational apparatus, streamlining units, reducing intermediate levels, clearly establishing functions and tasks, ensuring effectiveness and efficiency in leadership, direction and organization of implementation;
- Strongly innovate the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations, associated with digital transformation, administrative reform in the Party and strengthen the two-way interaction mechanism with the people, union members, and association members;
- Promote the core role in building and consolidating the great national unity bloc, enhancing social consensus; effectively implement mass mobilization, social supervision, criticism and dialogue with the people;
- Improve the quality of advisory work, propose policies and guidelines to the Party and State, contributing to perfecting the country's development institutions in the period of transformation, integration and the digital era.
Regarding breakthroughs, the draft Report proposes 3 strategic breakthroughs including:
- Breakthrough in innovating the Party Committee's leadership method, associated with the application of information technology, comprehensive digital transformation in Party work, from direction, management to managing Party members, organizing Party activities, and evaluating the implementation of the resolution. Gradually build a flexible, modern party organization model with high capacity to adapt to the requirements of digital transformation in the new era;
- Breakthrough in personnel work, focus on building a team of Party Committee cadres, full-time Party cadres and successors with strong political will, pure moral qualities, innovative thinking, practical capacity and aspiration to contribute. Focus on planning, training, rotation, use and encouragement to protect cadres who dare to think, dare to do, dare to take responsibility for the common good;
- Breakthrough in administrative reform in the Party, promote streamlining of the organization, clearly define functions and tasks, avoid overlap; improve the coordination process between Party committees and the collective leadership of agencies, units and between socio-political organizations in the system. Strengthen decentralization associated with power control and building a smart, interconnected, and efficient operating and handling process.
At the meeting, the members of the document subcommittee conducted discussion of the contents of the report on the draft: Plan Operation of the document subcommittee; Assigning members of the Subcommittee of Documentation; Working Regulations of the document subcommittee; 1st political report; The first executive review report.
Speaking at the meeting, Chairman Do Van Chien suggested that it is necessary to soon complete the Document Editorial Team so that the Political Report submitted to the Congress can reflect the role and performance of the Vietnam Fatherland Front and socio-political organizations in the past time.
Accordingly, the theme of the Political Report must ensure the following elements: strengthening the building of a clean and strong Party Committee; strongly innovating thinking; gathering and mobilizing people to be unanimous and join hands to enter the era of national growth, contributing to building our country rich, prosperous, civilized and happy. The Congress motto is "Solidarity - Democracy - Innovation - Creativity - Development".
According to Chairman Do Van Chien, the Political Report consists of 2 parts, focusing on reflecting the results of gathering and building the great national unity bloc, implementing the construction of democracy and social consensus; the results of implementing major campaigns, patriotic emulation movements of the Vietnam Fatherland Front and socio-political organizations.
In which the campaign "All people unite to build new rural areas and civilized cities" is a highlight in the recent period, the mobilization of social resources, ensuring social security, overcoming natural disasters and helping the weak; The results of the appeal of the Presidium of the Central Committee of Vietnam Fatherland Front "All people unite and strive to prevent and combat the epidemic of CIVI-19"; Election of National Assembly deputies XV and People's Councils at all levels for the term 2021-2026; results of the implementation of social supervision and criticism; The bridge gathered, reflecting the opinions of union members, members and people; Results of anti -corruption and negative anti -corruption, organizing national press and anti -corruption and anti -corruption prizes.
Chairman Do Van Chien suggested that the Political Report must set out 6 key tasks and 3 breakthroughs in the new term, focusing on breakthroughs in innovation of methods of operation associated with residential areas; at the same time, setting 10 targets for the term.
Chairman Do Van Chien suggested that the submission of draft documents should be ensured according to schedule and time so that before June 5, 2025, it will be submitted to the Standing Committee of the Party Committee for approval of the content of the Political Report and the Review Report to the Congress.
