The People's Police Trade Union (CĐCAND) currently directly manages 95 grassroots trade unions, 11 provincial and city police trade unions, corporations and 24,970 union members. Of which, female workers are 11,559, accounting for 46.2%.
In the period 2023-2025, the People's Police Trade Union implemented the resolution of the XIII Vietnam Trade Union Congress and the VI People's Police Trade Union Congress in the context of intertwined advantages and difficulties. The political and social situation is stable; national security and social order and safety are maintained; international integration is increasingly expanded; the organizational structure of the political system and local government organizations, departments, ministries, branches, the Vietnam Fatherland Front and socio-political organizations are arranged and streamlined to operate effectively and efficiently.
In addition, trade union activities in the People's Public Security Forces also face difficulties such as: The impact of unprecedented harsh natural disasters, along with the impacts of the fourth industrial revolution, armed conflicts between countries... have directly and strongly affected the jobs, incomes, and lives of union members and workers (NLĐ), trade union activities in general and the activities of trade union organizations in the People's Public Security Forces in particular; a part of union members' levels of awareness and professional skills do not meet development requirements; union members' incomes are not high, the lives of union member families are still difficult, so the situation of some union members who cannot stick with units and businesses for a long time has emerged and have resigned...
In that context, the People's Police Trade Union determines to promote the role of representative - dialogue, negotiation, supervision and protection of workers' rights as a core task, demonstrating the bravery, intelligence and political position of the trade union organization in the renovation and arrangement of the organization and apparatus of the People's Police force. Accordingly, trade unions at all levels proactively grasp the thoughts and aspirations of union members, promptly advise and propose policies to ensure the legitimate and lawful rights and interests of workers.
In the period 2023-2025, the People's Police Trade Union organized 25 dialogues and 81 social supervision and criticism sessions according to Decision 217 of the Politburo, focusing on contents such as salary policies, social insurance, training, planning, rewards, working conditions and labor safety. Thereby, contributing to removing many practical obstacles.

The People's Police Trade Union also proactively participates in building, amending, and supplementing internal management regulations, regulations, and procedures related to the rights and obligations of workers; actively participates in contributing opinions and criticizing legal documents and regulations on regimes, policies, wages, allowances, working hours, rest, gender equality, and labor safety. The coordination of implementing grassroots democracy regulations has many changes: 100% of enterprises in the People's Police have well organized employee conferences. Negotiation and signing of collective labor agreements have been focused on and have many innovations. Trade unions have proactively negotiated and focused on clauses that are more beneficial than the law (policies on meals, working hours, rest hours, occupational safety and health, policies for female workers...) agreed with preferential treatment regimes higher than the provisions of law.
In the period 2023–2025, trade union levels in the People's Public Security Forces have maintained and strongly innovated social security and welfare activities for union members to become more in-depth, substantive, and appropriate.
The "Trade Union Shelter" program continues to be a humanitarian bright spot, solving essential housing needs; in 3 years (2023-2025), the People's Police Trade Union has supported the repair of 51 houses, built 42 new houses with a total support budget of more than 6 billion VND. This result is not only material support, but also a great source of spiritual encouragement, helping union members in difficult circumstances stabilize their lives, thereby increasing trust and attachment to the unit and trade union organization.
