Identifying the implementation of the Grassroots Democracy Regulation as the foundation for protecting the rights of workers, every year, the Vietnam Medical Union issues documents guiding grassroots trade unions to organize conferences of cadres, civil servants, public employees, workers and employee conferences in accordance with regulations, and at the same time requests reports on implementation results.
Thanks to that, the organization of conferences at agencies and units under the Ministry of Health is fully and systematically implemented, contributing to promoting the right to mastery of cadres, civil servants, public employees and workers. Through these forums, many issues directly related to life, employment, and policy regimes are brought up for public and democratic exchange.

In particular, at units implementing financial autonomy mechanisms, dialogue activities are increasingly becoming substantive, helping to enhance transparency in management, creating consensus between employers and employees. The recommendations and proposals of union members and employees are received and resolved promptly, contributing to building a stable and united working environment.
Besides dialogue, the work of negotiating and signing collective labor agreements is identified by the Vietnam Medical Union as a key task to improve the rights of workers, especially in non-state-owned enterprises.
Every year, the Vietnam Medical Union organizes assessments and classifications of the quality of collective labor agreements according to the guidance of the Vietnam General Confederation of Labor, thereby promoting units to constantly improve the quality of negotiation, adding more clauses that are more beneficial to workers compared to the provisions of law.
One of the typical examples is that the grassroots Trade Union of Vaccine and Biological Products Company No. 1 Co., Ltd. has successfully negotiated to increase 5 days of annual paid leave for employees.
At Imexpharm Pharmaceutical Joint Stock Company, dialogue and collective negotiation activities are implemented methodically and effectively under the leadership of Mr. Dinh Cong Trong Nghia - Chairman of the grassroots Trade Union.

Periodic dialogues at enterprises are carefully prepared, implemented in accordance with legal regulations and closely followed production and business practices. The content of dialogues focuses on essential issues such as salaries, bonuses, working conditions, welfare regimes and policies related to employees.
Not only organizing periodic dialogues, when businesses have changes in mechanisms and policies, trade unions also proactively propose unexpected dialogues. Thanks to this, issues that easily generate thoughts such as changing salary and bonus regulations or evaluating work efficiency are promptly explained, creating consensus in the labor collective.
The outstanding result is Imexpharm's Collective Labor Agreement, effective until 2027, which was ranked A by the Vietnam Medical Union with many outstanding policies for workers.
Notably, the 13th month salary does not depend on business results, work efficiency bonuses, supplementary health insurance, additional retirement benefits, policies to recognize the process of dedication, lunch support, Tet gifts, shuttle buses and cultural and sports activities.
Mr. Dinh Cong Trong Nghia said that in the 2024-2025 period alone, the total value of benefits from collective labor agreements at this enterprise brought to employees has reached hundreds of billions of VND.
These results show the strong change of trade union activities in implementing periodic dialogues and collective negotiations in a substantive and effective direction.
Through this, the role of representing, caring for and protecting the legitimate rights and interests of workers is increasingly affirmed, contributing to building harmonious, stable and sustainable labor relations in the health sector.
