- Subject 1 is a person with a university, master's, or doctorate degree in the following majors and professions:
Economic groups include: marine economy (growing, exploitation, processing, logistics services for fisheries); sustainable agricultural development (culture, aquaculture, livestock farming); agricultural economy; high-tech agriculture; irrigation infrastructure development (water construction techniques, infrastructure techniques, marine construction techniques, water supply and drainage, disaster mitigation management); development economy.
The group of science and industry majors includes: biotechnology, mechanical engineering, information and communication technology, science and technology management, technology management, industrial management, food technology, environmental science.
Cultural -Social Industry Group, including: Doctors (Specialist level II, Doctor, Specialist level I, Master, University, Boarding); Nursing (University); Education (people with a good degree in Pedagogical University or higher in English, art, music); Law industry.
Other sectors include: design, construction, management and operation of transport works, seaports, logistics infrastructure, renewable energy, new energy (green hydro), urban development - services - tourism synthesis.
- Subject 2 is a person with a good degree in pedagogical university or higher in English, art and music; People with medical diplomas, including: Nursing (University), Doctor (Medical University), Master, Inpatient Doctor, Specialist I, Specialist, Specialist level II.
- Subject 3 is a person with a master's or doctorate degree in the fields and professions that need to be attracted to meet the requirements of building a standard Political School, including: philosophy, scientific socialism, Party history, Ho Chi Minh studies, public policies, public management, cultural management.
According to the draft, the support level is as follows: Doctor, specialist II is 300 million VND; Master, specialist I, resident doctor is 200 million VND; Doctor and nurse (undergraduate qualification) is 120 million VND; University of other majors is 100 million VND.
According to report No. 535 of the People's Committee of Ben Tre province, as of the end of 2015, the total number of people beneficiaries of the attraction policy was 131 people. The total budget for training and attraction subsidies by the end of 2023 is about 100 billion VND.
