Mr. Nguyen Hong Quang (Ca Mau) learned that according to item d, clause 5, Article 1 of Circular No. 01/2024/TT-BNV of the Ministry of Home Affairs, it is stipulated: "Do not consider awarding the title of "Advanced Worker" or "Advanced Soldier" to individuals newly recruited for less than 6 months".
In case an individual has a contract working period of 8 months, then passes the civil service exam at that agency and continues to work for 4 months. Thus, that individual has worked at the agency continuously for more than 6 months.
However, the agency did not consider the title "Advanced Worker" because the civil servant contract had just been re-signed for less than 6 months.
"Is it correct not to consider the title of Advanced Worker for the above case?" - Mr. Quang wondered.
Regarding the reflection and recommendation of Mr. Nguyen Hong Quang, the Ministry of Home Affairs said: Clause 1, Article 24 of the Law on Emulation and Commendation stipulates the title "Advanced Worker" to be awarded to cadres, civil servants, public employees, and workers who meet the following criteria:
Complete the task well or better;
Have the spirit of self-reliance, solidarity, mutual support, actively participate in emulation movements.
Accordingly, in the case of an individual who has an 8-month contract, is then recruited as a civil servant at the agency and continues to work for 4 months, at the end of the working year, if the individual is still evaluated and classified by the agency or unit as having completed the task, he/she will be proposed for consideration for the title "Advanced Worker" according to general standards.
