Clause 3, Article 8 of Decree 213/2025/ND-CP (effective from September 15, 2025) stipulates the principles for paying allowances for defense works protection forces as follows:
- Specific military allowances for salary recipients are calculated according to the salary level according to the current rank and grade, plus leadership position allowances (if any), seniority allowances exceeding the framework (if any) multiplied by 10%; for those receiving military rank allowances (low officers, soldiers) are calculated according to the current military rank allowance multiplied by 10%;
- The work responsibility allowance for salary recipients is calculated based on the basic salary multiplied by a coefficient of 0.2; for those receiving military rank allowances (low officers, soldiers) is calculated according to the military rank allowance for non-commissioned officers, soldiers with a coefficient of 0.2;
- The period of enjoying the regimes and policies is calculated from the date of the decision and implementation until the decision to cease performing the task; in case of holding the position for 15 days or more in a month, the whole month allowance is received, holding the position for less than 15 days in a month, the 50% allowance of that month is received;
- When changing the working position or military rank for officers or the salary level for professional soldiers or the military rank allowance for non-commissioned officers and soldiers from which month, the allowance level according to the working position or military rank or salary level, the corresponding military rank allowance level will be applied from that month;
- The allowances specified in this Article are paid at the same monthly salary and are not used to calculate social insurance and health insurance contributions and benefits.
According to Decree 213/2025/ND-CP, the allowance for the security force of national defense works from September 15, 2025 is as follows:
The 10% military special allowance applies to: Specialized forces performing the task of managing and protecting national defense works and special forces; specialized forces performing the task of managing and protecting national defense works of Group I, type A that are not covered or covered.
