Before July 1, Mr. Nguyen Van Lam (character's name has been changed) was a Justice - Civil Judge who concurrently held the position of Commune Statistics Office - Civil Servant.
After July 1, he was a civil servant of the new Commune Office. "So will I receive the same 50% concurrent allowance as I was previously entitled to?" - Mr. Lam wondered.
Regarding his reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
Clause 4, Article 11 of Resolution No. 76/2025 dated April 14, 2025 of the National Assembly Standing Committee on the arrangement of administrative units in 2025 stipulates: Maintain the current regime, salary policy and position allowances (if any) of cadres, civil servants and public employees affected by the arrangement of administrative units who are still cadres, civil servants and public employees at agencies and organizations in the political system for 6 months from the date of the work arrangement document. After this period, the regime, policies and position allowances will be implemented according to the provisions of law.
At the same time, the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the development of a model of organizing local government at both levels of the Government issued Official Dispatches No. 03 dated April 15, 2025; No. 11 dated June 4, 2025 and No. 16 dated August 9, 2025 guiding the implementation.
Accordingly, the Ministry of Home Affairs proposes to maintain (reserve or continue to receive) allowances in accordance with the instructions in the above documents.
