The People's Council of Da Nang City has just issued Resolution 30/2025/NQ-HDND dated December 11, 2025 regulating the entrustment of the city's budget capital through the City Social Policy Bank Branch to lend to cadres, civil servants, and workers in difficult circumstances.
The lenders include cadres, civil servants, and workers with indefinite-term labor contracts who are working in agencies of the Party, State, the Vietnam Fatherland Front, and socio-political organizations at the city and commune levels.
Union members are permanent workers in Da Nang city, working at enterprises in the area with grassroots trade unions.
Officials and employees in public service units are not eligible for loans under this Resolution.
Regarding the lending level, each borrower can borrow a maximum of 200 million VND. In case a household has two or more people eligible for a loan, only consider lending to a maximum of one person with a loan amount of not more than 200 million VND.
The maximum lending term is 120 months, based on the purpose of capital use, repayment capacity and lending capital. The lending interest rate is applied at the same rate as the lending interest rate for poor households as prescribed by the Prime Minister in each period.
The Resolution also stipulates the criteria for determining borrowers in difficult circumstances, including cases such as: current salary from the level of specialist 3 or lower; having relatives of working age but not having a stable job or losing a job.
Having two or more children studying at vocational education institutions, colleges, or universities; having relatives with serious illnesses, serious illnesses, or disabilities; a family that has suffered heavy damage due to natural disasters, fires, accidents, or force majeure events; in case of divorce or the husband/wife dies, raising two children alone under 18 years old.
Cases with no outstanding loans at the Social Policy Bank will be given priority for consideration of loans. The loan capital is implemented from the city budget entrusted through the Da Nang City Social Policy Bank Branch.
Based on the demand for loans and the ability to balance the budget, each year the City People's Committee will report to the City People's Council to consider and decide on the addition of capital according to regulations.
