On July 21, the Vietnam General Confederation of Labor (VGCL) held a conference to evaluate the results of streamlining the organization and staffing of provincial and municipal labor federations. The conference was held in person and online.
After listening to the report on the results of the arrangement and streamlining of the apparatus and staffing of provincial and municipal labor federations and listening to the opinions of delegates, Mr. Nguyen Dinh Khang - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Party Committee Secretary, President of the Vietnam General Confederation of Labor delivered a concluding speech.
Mr. Nguyen Dinh Khang said that the goal of the Standing Committee of the Presidium of the Vietnam General Confederation of Labor when organizing this conference was to listen to localities report on the advantages and difficulties in implementing the new organizational model in accordance with the spirit of the Party's Resolutions.
Mr. Nguyen Dinh Khang highly appreciated the proactiveness and determination of trade unions at all levels in implementing the streamlining of the apparatus.
"Trade unions at all levels have closely followed the policies of the Party, the Central Government and the Vietnam General Confederation of Labor, and have flexibly applied them in accordance with the practical conditions of localities to promptly report to local Party committees, so far the work has been implemented relatively well," said Mr. Nguyen Dinh Khang.
However, Mr. Nguyen Dinh Khang said that through the opinions of delegates during the implementation process, there was disagreement between localities on models as well as approaches to the problem of localities that were different.
Mr. Nguyen Dinh Khang suggested synthesizing all local problems to promptly report to the Party Committee of the Fatherland Front and Central organizations, thereby unifying direction and implementation in the entire front system. The recommendations need to closely follow the instructions of the Vietnam General Confederation of Labor.
Mr. Nguyen Dinh Khang emphasized that it is necessary to unify viewpoints and ideas: The Standing Committees and Standing Committees of the Provincial Labor Federations need to proactively resolve issues but must be on the basis of legal regulations. Regarding commune and ward trade unions, Mr. Nguyen Dinh Khang said that in localities where commune and ward trade unions have not been established, it is necessary to proactively assign officials of the Provincial Labor Federation to monitor; wherever there are sufficient conditions, they should be established and assigned specific functions and tasks according to the instructions of the Vietnam General Confederation of Labor.
The President of the Vietnam General Confederation of Labor also said that there should be specific instructions on the management of public service units of trade union organizations at the local level.
The President of the Vietnam General Confederation of Labor hopes that, in practice, if any content is still difficult and unresolved, it is necessary to report to competent authorities for comments; first of all, implement according to what has been prescribed.
