The application of digital technology has become an effective bridge to help millions of Ho Chi Minh City union members look up policies, protect legitimate rights quickly and promptly resolve all obstacles.

Breakthrough from the large-scale management problem

The Ho Chi Minh City Labor Federation is currently managing more than 23,000 grassroots trade unions with more than 2.4 million members. The large scale of the force and vast area have raised an urgent requirement to constantly innovate management and administration methods. In that context, digital transformation is identified as a strategic solution to shorten the gap between trade union organizations and workers. The emergence of tools such as "Ho Chi Minh City Trade Union Management Application", "AI Assistant" and "Electronic Handbook" has created a modern connection channel, helping workers access policies in the most convenient way.

The actual implementation in the grassroots area has proven the clear effectiveness of the technology. Ms. Tran Thi Thu Tram - Vice Chairwoman of Tan Hung Ward Trade Union (HCMC) - shared that the local characteristics, although there are no export processing zones or industrial parks, concentrate more than 9,000 small and medium-sized enterprises. Currently, the Ward Trade Union is directly managing 458 grassroots trade unions with more than 40,000 union members.

To solve this massive workload, putting the "Electronic Handbook" into operation has significantly reduced pressure on full-time officials. This digital platform supports consulting on procedures and procedures for establishing grassroots trade unions, guiding the deduction and payment of funds and union dues. To date, the system has received and answered questions for more than 1,000 turns of workers. In addition to technology solutions, the Tan Hung Ward Trade Union also established a "Digital Transformation Team" to directly go to the grassroots level to remove difficulties, thereby proactively participating in successful mediation of 63 labor disputes, maintaining harmonious labor relations in the area.

Ms. Le Thi My Lan (resident of Linh Xuan ward) has repeatedly wondered when she wanted to apply for unemployment benefits and look up social insurance information. Not knowing where to get accurate guidance, questions about procedures once made her worried. However, since being guided by the Trade Union organization to use digital platforms, everything has completely changed. Now, Ms. Lan only needs to open her smartphone to easily look up or send questions to receive accurate feedback.

Data standardization and replication of digital propaganda models

Mr. Vo Khac Binh - Head of Area Management Working Group No. 2 under the Ho Chi Minh City Labor Federation - said that the unit has implemented a peak period of "20 days of cleaning and standardizing data of grassroots trade unions and union members". The program attracts the participation of more than 400 presidents, vice presidents and trade union accountants at all levels, aiming for the goal of 100% of units completing data updates on schedule.

Currently, the "Ho Chi Minh City Trade Union Management Application" is also oriented to develop into a unified management platform throughout the system. The platform will support the management of grassroots trade unions and union members in real time; electronic identification of each unit; monitoring financial revenue and expenditure; managing welfare programs; comparing data and providing visual reports to serve direction and administration work.

In parallel with management work, legal propaganda models in cyberspace have also been expanded. Ms. Nguyen Thi Hoang Tien - Chairwoman of Thu Dau Mot Ward Trade Union - said that the unit has replicated the "Trade Union Electronic Bookcase" model to all grassroots trade unions in the area, after successful testing at Lotte Vietnam Co., Ltd.

With just a simple QR code scan at convenient locations in the business, union members can access electronic data warehouses anytime, anywhere to update legal knowledge, social insurance policies and life skills. This is considered a practical step to build a modern and professional Trade Union organization, taking workers as the center of service.
