On the afternoon of December 12, the Vietnam General Confederation of Labor held the 6th Executive Committee Meeting (Term XIII) chaired by Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor; Vice Presidents: Huynh Thanh Xuan, Ngo Duy Hieu, Nguyen Xuan Hung.
Attending the event were representatives of the Central Committee for Mass Mobilization; Central Inspection Committee; Central Organization Committee; Central Party Office; Central Internal Affairs Committee; Department of Internal Political Security (Ministry of Public Security).
Solution to reduce the workload for the grassroots trade union
In his opening speech, Mr. Nguyen Dinh Khang said that 2024 is a year of special significance for the Vietnam Trade Union, the first year of implementing the Resolution of the 13th Congress of the Vietnam Trade Union, the year of celebrating the 95th anniversary of the Founding of the Trade Union and the year the Trade Union Law (amended) was passed by the National Assembly.
With the spirit of promptly implementing the Resolution of the 13th Congress of the Vietnam General Confederation of Labor, immediately after the congress, the Presidium and the Executive Committee of the General Confederation of Labor promptly directed the development of Resolutions and programs to concretize and implement the Resolution, identifying the theme of trade union work in 2024, including 11 groups of tasks, key solutions and 12 targets to strive for. The draft report focuses on evaluating the results achieved in 10 major groups of tasks, identifying 6 shortcomings and limitations in trade union activities in 2024.
The President of the Vietnam General Confederation of Labor directed that, based on the practical work of leadership, direction, and implementation of tasks of the industry, locality, and unit, delegates should give their opinions on the achieved results, pay attention to comparing with the set targets and tasks, analyze and clarify the remaining shortcomings and limitations, thereby proposing specific tasks and solutions in the coming time.
In addition, according to the President of the Vietnam General Confederation of Labor, in 2025, a new Resolution will be discussed and expected to be issued to replace Resolution No. 4a/NQ-TLD of the Executive Committee of the Vietnam General Confederation of Labor (Term XI) on improving the operational efficiency of trade unions at the grassroots level to meet the requirements of the workers' movement and trade union activities in the new situation.
Regarding this issue, the President of the Vietnam General Confederation of Labor asked delegates to give their opinions on the tasks that the grassroots trade unions need to focus on in the current context, which tasks can be transferred to the provincial-level Labor Federation, and which tasks need support from the provincial level so that the grassroots trade unions are not overloaded, leading to low quality work or omissions.
"Just work, no back talk"
Regarding the report on the results of 15 years of Action Program No. 399 dated March 7, 2008 of the Executive Committee of the Vietnam General Confederation of Labor implementing Resolution No. 20-NQ/TW dated January 28, 2008, the President of the Vietnam General Confederation of Labor requested delegates to propose solutions to continue building a modern and strong working class; building a strong trade union organization to meet the requirements of tasks in the new situation.
According to President of the Vietnam General Confederation of Labor Nguyen Dinh Khang, the plan to develop union members and establish grassroots unions in 2024 sets out to actually increase the number of union members by 1 million (equivalent to 26% of the target of the Resolution of the 13th Congress of the Vietnam General Confederation of Labor).
In many places, trade unions have proactively advised party committees, developed plans, strengthened steering committees and working groups, organized surveys and statistics as a basis for developing union members and establishing grassroots trade unions, demonstrating great political determination.
There were 32 units that achieved and exceeded the targets assigned by the General Confederation of Labor and were commended and rewarded at the Conference of Chairmen and Vice Chairmen of Industry and Local Trade Unions.
However, compared to the 2024 plan target, only about 2/3 has been achieved, some actual increase units are still very low compared to the assigned number of the Vietnam General Confederation of Labor.
Therefore, the President of the Vietnam General Confederation of Labor suggested that delegates discuss and exchange thoroughly, discuss specific solutions, and need to be aware and demonstrate greater political determination, with the motto of only discussing and doing, not retreating, to carry out this work well in 2025.
At this conference, the Executive Committee also gave comments on the Report on 10 years of implementing Resolution No. 04b of the Executive Committee of the Vietnam General Confederation of Labor, Term XI, on "Improving the effectiveness of propaganda, dissemination and legal education among workers and civil servants in the new situation"; Report on the inspection and supervision of trade union inspection committees at all levels in 2024 and key tasks in 2025...
