Accordingly, the area planned to establish Hoa Lu city, under Ninh Binh province, meets the criteria of a type I urban area with a total area of ​​150.24 km2, including the entire administrative boundaries of Ninh Binh city and Hoa Lu district at present. The inner city area is expected to have an area of ​​47.03 km2 and the suburban area is expected to have an area of ​​103.21 km2.

Mr. Nguyen Van Thanh (residing in Thien Ton town, Hoa Lu district) shared that the merger of Hoa Lu district and Ninh Binh city into Hoa Lu city is not only a great opportunity to improve the quality of life of the people, opening up new development space for localities, but the merger of Ninh Binh city and Hoa Lu district also creates more resources and motivation for the development of the province, especially when Ninh Binh owns the World Cultural and Natural Heritage Trang An.

"I strongly agree with the merger of Hoa Lu district and Ninh Binh city to form the new Hoa Lu city. The name Hoa Lu city is very suitable because it is associated with the name of the ancient capital and has its own color of Ninh Binh" - Mr. Thanh shared.

"Currently, I am a district citizen. When merging with Ninh Binh city to form Hoa Lu city, I will become a city citizen. My status and benefits will be higher," Mr. Hung shared.

Mr. Bui Thien Thi - Secretary of Hoa Lu District Party Committee - said that through a survey to collect people's opinions on the merger of Ninh Binh city and Hoa Lu district into a new administrative unit with the proposed name of Hoa Lu city, the majority of people agreed and supported the merger and name.

"The merger of Ninh Binh city and Hoa Lu district is a major policy. Therefore, the consensus and support of the people is a very favorable start for the implementation of the next steps to ensure compliance with regulations, progress, science and efficiency" - Mr. Thi shared.

According to Mr. Thi, the results of the voter consultation on the policy of establishing Hoa Lu city and rearranging commune-level administrative units in Hoa Lu district achieved a very high rate. Over 98% of voters approved the policy of merging Hoa Lu district and Ninh Binh city to establish Hoa Lu city in Ninh Binh province. This result shows the high consensus among cadres, party members and people of all walks of life in the arrangement of administrative units as well as the new names of administrative units formed after the arrangement.

According to Mr. Thi, in fact, when collecting opinions, many voters expressed concerns that after the arrangement, there would be minor disruptions and name changes. However, after being informed about the purpose and meaning towards the common goal of urban development in the future, people agreed and supported it.
