On April 28, the People's Committee of Cam Lo district confirmed that it had just issued a decision to allocate nearly 7 billion VND to pay the remaining regional allowance regime for cadres, civil servants, and public employees of communes in regions I and II from 2014 to 2023.
The above funding source is taken from the source of transferring expenditure tasks in 2024 to 2025, to implement the salary policy for agencies and units according to local decisions. The payment will be made in April 2025.
Mr. Tran Anh Tuan - Chairman of Cam Lo District People's Committee - said that Cam Chinh, Cam Nghia, Cam Thanh, Cam Tuyen and Cam Thuy communes have reviewed and fully compiled the number of subjects and the time to receive the remaining regional allowances with a total cost of nearly 7 billion VND. "The District People's Committee has decided to allocate nearly 7 billion VND for payment, localities are completing procedures to promptly pay in April 2025" - Mr. Tran Anh Tuan said.
Before the information that the People's Committee of Cam Lo district has decided to allocate funds to pay the remaining allowances to workers and will pay them tomorrow, teacher Tran Van Lan - Cam Nghia Primary and Secondary School (Cam Nghia commune) - expressed his excitement. According to calculations, teacher Lan will receive 21 million VND in allowances for areas that have been owed for the past 9 years.

Previously, Lao Dong Newspaper published an article "Thousands of cadres and teachers in disadvantaged communes are owed allowances", informing about the situation where thousands of cadres and civil servants in Cam Chinh, Cam Nghia, Cam Thanh, Cam Tuyen and Cam Thuy communes have not been fully paid regional allowances from 2014 to 2023.
The reason for not being paid is that since 2014, there has been a change in the allowance coefficient according to the decisions of the Ethnic Committee and the Prime Minister. Accordingly, Cam Chinh and Cam Nghia communes were completely cut down by 0.2 to 0.1; Cam Thuy commune was completely cut off; Cam Tuyen commune kept the coefficient of 0.2 and Cam Thanh kept the coefficient of 0.1.
By 2021, according to Decision No. 861/QD-TTg of the Prime Minister, Cam Lo district no longer has communes eligible for regional allowances. However, according to Official Dispatch No. 1719 of the Department of Home Affairs in December 2023, the regulations on regional allowances are not affected by Decision 861. This means that the subjects are still entitled to allowances according to the old regulations.
