Accordingly, on April 28, the People's Council of Thanh Hoa province issued a document on amending a number of contents of Resolution No. 646/NQ-HDND dated April 25, 2025 of the Provincial People's Council on the policy of arranging commune-level administrative units of Thanh Hoa province in 2025.

After amending the Resolution, there are 49 commune-level administrative units in 9 districts, towns and cities including: Sam Son city, Bim Son town, Nghi Son town, Ha Trung district, Nga Son, Hoang Hoa, Yen Dinh, Vinh Loc and Ngoc Lac. There is no longer a plan to name communes and wards with consecutive numbers.
It is known that previously, on April 25, the People's Council of Thanh Hoa province passed a Resolution on the arrangement of commune-level administrative units, with 9/26 districts, towns and cities selected to name new communes and wards after the merger in order.
With the choice of names based on numbers, many people expressed their dissatisfaction. After that, the Standing Committee of Thanh Hoa Provincial Party Committee issued an official dispatch directing the review and adjustment of the naming.
According to the representative of the Thanh Hoa Department of Home Affairs, immediately after that, the above 9 localities held a meeting of the expanded Party Executive Committee, highly agreeing on the removal of the plan to name communes and wards with consecutive numbers. Instead, localities choose long-standing locations with historical and cultural values to name new administrative units.
Currently, Thanh Hoa has a natural area of over 11,114 km2, a population of over 4.32 million people; has 26 district-level administrative units, including 2 cities, 2 towns and 22 districts (of which, 11 districts are in mountainous areas); 547 commune-level administrative units, including 63 wards, 32 towns and 452 communes, including 16 border communes and towns.
According to the arrangement plan, Thanh Hoa will merge 529 commune-level administrative units (including 435 communes, 63 wards and 31 towns) into 166 new commune-level administrative units, including 18 wards and 148 communes (including 73 plain communes, 75 mountainous communes). The whole province reduced 381 commune-level administrative units, equivalent to a decrease of 69.65%. The number of communes and towns bordering the Lao border remains the same at 16.
