Hanoi - The Chairman of the City People's Committee requested strict handling of agencies, organizations and individuals who repeat the situation of unnecessary requests to submit documents.

On April 29, the Hanoi People's Committee issued Directive 08/CT-UBND on the use of electronic records in Hanoi.

Accordingly, thoroughly implementing the policy of "comprehensive transformation" in the activities of the city government, improving the effectiveness of serving people and businesses, and ensuring the principle: "No paperwork - No contact - Toan Trinh - Seamless", Chairman of the City People's Committee requested the Director, Heads of Departments, Boards and branches, Chairman of People's Committee of districts, districts and towns; and propose agencies, units, unions and organizations in the city to implement some of the following contents.

In general, all procedures and transactions between state agencies and individuals and organizations must be carried out in a digital environment; priority must be given to the entire online method, minimizing paperwork and direct contact.

Absolutely do not be required to submit a paper file if there is a valid electronic copy according to the law. Recognize legal value and use electronic records in the entire process of handling administrative procedures, internal administrative procedures, other procedures and transactions. Absolutely do not allow two processing processes ( electronics and paper) to arise at the same time for the same administrative procedure or the same file.

Regarding receiving documents, 100% of input documents must be digitized and signed according to regulations immediately upon receipt, except in cases where it cannot be digitized due to specific characteristics. A valid electronic file is a file that meets one of the following conditions: must be digitized and signed in accordance with regulations; must be an electronic copy of the original book; must be certified electronically; or documents self-declared by organizations/individuals; other cases (if any) as prescribed.

Regarding the processing of documents, valid electronic records must be used immediately to resolve work, no delay in waiting for the paperwork, the processing time is calculated from the time of receiving the electronic records.

Regarding the settlement results, 100% of the results of administrative procedure settlement must be issued and returned in the form of an electronic copy with a valid digital signature as prescribed, except in cases where the law requires the issuance of a paper copy. In cases where the law requires the issuance of paper copies, paper copies must be digitized and signed electronically to be stored and used according to regulations.

Regarding the responsibility of deployment, director, heads of departments, branches and branches; Chairman of People's Committees of districts, towns; Agencies, units, unions and organizations in the city are responsible for acknowledging the legal value of electronic records and used in handling administrative procedures, internal administrative procedures, other procedures and transactions in the city. The head of the agency or unit is responsible to the Chairman of the City People's Committee for the implementation and strictly comply with this Directive.

The Public Administration Service Center will preside over research and propose a plan to officially recognize the legal value of electronic records signed by individuals and organizations, promote post-inspections instead of pre-inspections, ensuring compliance with the policies and guidelines of the Party and State.

The Chairman of the City People's Committee requested to strengthen inspection, supervision, and strict handling of agencies, organizations, and individuals who do not seriously implement instructions, hinder the digital transformation process, and repeat unnecessary requests to submit paper sales.
