On April 29, information from the People's Council of Nghe An province said that at the 28th Session (special session) on April 28, the delegates voted to pass a resolution on the arrangement of administrative units (ADUs) at the commune level.
According to the recently passed resolution, after the arrangement, the whole Nghe An province will reduce from 412 communes and wards to 130 commune-level administrative units (including 119 communes and 11 wards).
At the meeting of the Provincial People's Council on the afternoon of April 28, some delegates suggested that the province should propose to the Central Government to allow the locality to continue reviewing and studying the naming of historical and cultural sites because voters were still concerned.

In response to the above opinions, Permanent Vice Chairman of Nghe An Provincial People's Council Nguyen Nam Dinh said that the resolution's approval aims to complete the dossier to submit to competent authorities on schedule, and at the same time, the Provincial People's Council will continue to study and propose a plan to name communes and wards in conjunction with historical and cultural sites, creating synchronization and consistency with the way of naming across the country.
In the plan to reorganize administrative units of 20 districts, towns and cities of Nghe An province, there are 14 district-level units, cities named after communes and new wards by taking the names of old districts combined with the order numbers 1, 2, 3...). Nam Dan district retained the name of Kim Lien to name a new commune and Vinh city took the name of Cua Lo to name a new ward.
There are 6 districts including Thanh Chuong, Ky Son, Tuong Duong, Quy Hop, Quy Chau and Que Phong that are not in the form of consecutive numbers.
In particular, the two districts of Tuong Duong and Quy Hop were previously planned to be named in the old way (district + consecutive numbers), but after receiving people's opinions, they adjusted the plan, prioritizing the naming of locations with a long history and culture.
Thus, out of a total of 130 new communes and wards of Nghe An after the arrangement, it is expected that 46 communes and wards will be named after place names and 82 communes and wards will be named after the combination of districts + consecutive numbers.
The naming of commune-level administrative units after the reorganization has been controversial in recent times, with one opinion saying that the district +order number plan is optimal, easy to identify, simple and convenient for management. One opinion believes that it is necessary to name new communes and wards after the arrangement with locations of historical and cultural significance.
