At the conference to disseminate the management of trade union finances and assets and evaluate the implementation of collecting trade union fees through the Vietnam Trade Union account held on November 7 in Hanoi, Mr. Phan Van Anh - Vice President of the Vietnam General Confederation of Labor pointed out the shortcomings and limitations in the management of trade union finances and assets.

Regarding solutions for managing the operations of public service units, Mr. Phan Van Anh said that it is necessary to improve the operational efficiency of public service units of the Vietnam General Confederation of Labor in accordance with the spirit of Resolution 19-NQ/TW, 6th Central Conference, 12th term.
Accordingly, reorganize and rearrange trade union public service units according to sectors and fields to ensure compliance with the principles stipulated in Resolution 19. Improve the administrative capacity of public service units: Streamline, drastically reduce focal points, eliminate intermediate levels, promote the application of information technology. Implement the auditing and monitoring regime, ensure publicity and transparency of financial activities of trade union public service units.
Step by step perfect the financial mechanism applied to trade union public service units, focusing on perfecting the autonomy mechanism of trade union public service units, enhancing decentralization; having appropriate financial mechanisms to mobilize all social resources to invest in the public service sector, especially education, including the forms of public-private partnership, joint ventures, and associations.
Regarding solutions for managing business operations, Mr. Phan Van Anh proposed improving operational efficiency at economic units of the Vietnam General Confederation of Labor in accordance with the spirit of Resolution 5, Session XII.
Continue to restructure enterprises of trade union organizations; Timely review and recommend competent authorities to amend and supplement relevant State regulations to overcome difficulties and obstacles arising in restructuring enterprises of trade union organizations, investment and management of capital of trade union organizations at enterprises to better meet practical requirements.
Regarding union dues, Mr. Phan Van Anh proposed to collect them according to the regulations of the Vietnam Trade Union Charter, striving to increase the rate of union dues annually in the union financial revenue structure, gradually becoming the main source of revenue to basically meet union activities;
Research, supplement and amend the guidelines on union dues collection for union members of state-owned and non-state enterprises in a flexible manner to increase revenue sources so that union dues can comply with regulations on union dues payment...
The conference took place over 2 days, November 7-8, with the participation of the Presidents, Vice Presidents in charge of Finance; Chief Accountant; Finance Board/Finance Department of the Provincial and Municipal Federations of Labor; Central and equivalent industry unions, trade unions of Corporations under the General Confederation; Heads, Directors, Deputy Directors; Finance officers of economic and public service units under the General Confederation; Inspection Committee of the Provincial and Municipal Federations of Labor and equivalent industry unions in charge of finance.
