Regional minimum wage increase
According to Decree 293/2025/ND-CP, from January 1, 2026, the minimum monthly salary of the four regions will be adjusted to increase compared to the current level as follows:
- Region I: 5,310,000 VND/month (an increase of 350,000 VND compared to 2025).
- Region II: 4,730,000 VND/month (an increase of 320,000 VND).
- Region III: 4,140,000 VND/month (an increase of 280,000 VND).
- Region IV: 3,700,000 VND/month (an increase of 250,000 VND).
Educators ranked highest in the administrative and non-business salary scale
According to the 2025 Law on Teachers, from January 1, 2026, there will be outstanding points in teacher salaries as follows:
- Teachers' salaries are ranked highest in the administrative and non-business salary scale system;
- Kindergarten teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions; teachers teaching specialized schools; teachers implementing inclusive education; teachers in some specific industries and occupations enjoy higher salary and allowance regimes than teachers working in normal conditions.
Increasing professional preferential allowances for teachers
Based on Clause 2, Article 2 of Resolution 248/2025/QH15, from January 1, 2026, vocational preferential allowances are implemented according to the roadmap prescribed by the Government for public preschool and general education institutions with levels:
- Minimum 70% for teachers.
- Minimum 30% for employees.
- 100% for teachers working in border areas, islands, ethnic minority and mountainous areas, areas with particularly difficult socio-economic conditions.
Increasing professional preferential allowances for medical staff
Based on Article 3 of Resolution 261/2025/QH15 stipulating regimes and policies on salaries and allowances for medical staff from January 1, 2026 as follows:
- Medical doctors, traditional medicine doctors, maxillofacial dentists, preventive medicine doctors, pharmacists are ranked in salary from level 2 when recruited for corresponding professional titles until there are new regulations on salaries.
- People who regularly and directly practice medical expertise in the fields of psychiatry, forensic medicine, psychiatric forensic medicine, emergency resuscitation, and disease anatomy are entitled to professional preferential allowances at 100%.
- People who regularly and directly practice medical expertise at commune-level health stations and preventive health facilities are entitled to professional preferential allowances as follows:
+ 100% for ethnic minority and mountainous areas, areas with difficult socio-economic conditions, areas with particularly difficult socio-economic conditions, border areas, islands;
+ Minimum 70% for cases not falling under Point a, Clause 3, Article 3 of Resolution 261/2025/QH15.
- The Government shall specify in detail Clauses 2 and 3, Article 3 of Resolution 261/2025/QH15 in accordance with the socio-economic development conditions of the country.
