The National Assembly has just passed a Resolution on a number of specific and outstanding mechanisms and policies to create breakthroughs in the development of education and training, effective from January 1, 2026.
Accordingly, with a specific and outstanding policy on human resource treatment in the education sector, the resolution stipulating preferential allowances for vocational training is implemented according to the roadmap prescribed by the Government for public preschool and general education institutions at a minimum of 70% for teachers, a minimum of 30% for employees and 100% for teachers working in areas with particularly difficult socio-economic conditions, ethnic minority areas, border areas, and islands.
The Law on Teachers, effective from January 1, 2026, also clearly stipulates that "Teachers' salaries are ranked highest in the administrative career salary scale system".
According to the Ministry of Education and Training, this regulation only concerns the salary scale that teachers are arranged for, not the types of allowances that teachers are receiving.
According to calculations, the whole country currently has more than 1.05 million preschool and primary school teachers receiving salaries from the state budget, with salaries ranging from 4.9 to 15.87 million VND/month, depending on the level of education. After adding up the allowances, the total income of teachers will be about 6.6 - 30 million VND/month.
Roadmap for increasing teachers' allowances
The Ministry of Education and Training (MOET) said it is coordinating with the Ministry of Home Affairs and the Ministry of Finance to draft a Decree regulating preferential allowances according to occupation for civil servants and employees working in public educational institutions, expected to be submitted to the Government for approval in 2025 to ensure progress in time with the Law on Teachers.
Regarding the roadmap for upgrading vocational allowances, Minister of Education and Training Nguyen Kim Son said that the Ministry proposed two phases.
In phase 1 (from 2026-2030), it is proposed to add allowances for school staff at a rate of 20%; increase by 15% for teachers at all levels of preschool and general education, increase by 5% of the preferential allowance for teachers, lecturers at higher education institutions and vocational education institutions.
Phase 2, from 2031 onwards, will implement preferential allowances according to occupation for preschool and general education teachers according to the provisions of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.
Associate Professor, Dr. Nguyen Van Trao - Vice Principal of Hanoi National University of Education said that the National Assembly's approval of the Law on Teachers and major draft laws on education, Resolutions on a number of specific and outstanding mechanisms and policies to create breakthroughs in the development of education and training, ... is an important milestone, continuing to affirm the consistent view of the Party and State on education as the top national policy, while clarifying the role and contribution of education to the development of the country.
Mr. Trao said that the draft revised education laws and the resolutions have clearly demonstrated the breakthrough orientation in educational development, creating a legal corridor for improving the quality and position of Vietnamese higher education.
Regarding groups of policies on salaries and treatment for teachers, Mr. Trao said that Hanoi National University of Education - a key unit in teacher training will be directly and extensively affected by the new policies.
"With those policies, we hope that the school can supplement and increase its leading role in teacher training, contributing to the overall development of the national education system" - Mr. Trao said.
