Article 41. Policy to attract and promote talent in science, technology and innovation
1. During the implementation of science, technology and innovation tasks, talents enjoy the following attraction and promotion policies:
a) Receive salary according to the agreed salary level in the labor contract for talents, ensuring that it is commensurate with the assigned tasks and in accordance with the salary level in the fields of science, technology and innovation correspondingly in the labor market;
b) Receive an annual bonus based on the assessment of the results of performing assigned tasks with a maximum of no more than 6 months' salary according to the contract;
c) Receive initial support of 1 month of salary stated in the labor contract to stabilize accommodation, move, and essential purchases;
d) Be paid for funding to research and scientific exchanges abroad when sent by the agency, organization or unit in charge of the program, task, science, technology and innovation project according to the requirements of the task;
d) Funded to organize specialized international scientific seminars in Vietnam;
e) Public science and technology organizations shall consider and appoint leadership and management positions without having to meet the conditions on working time, planning and other conditions as prescribed if the organization has a need;
g) Arranged suitable accommodation;
h) To be honored and nominated for awards and titles in science, technology and innovation according to legal regulations;
i) Every year, receive financial support of up to 1 month's salary stated in the labor contract for vacations;
k) Provided with a voluntary health care package for talented people and their families (including spouses and children under 18 years old) annually with a rate of no more than 2% of the annual salary according to the talent's labor contract;
l) Priority in admission to public educational institutions in the area of residence for children under 18 years old.
2. Talent performing basic research tasks, in addition to the incentives in Clause 1 of this Article, is entitled to the following policies:
a) To be guaranteed funding for the use of national key laboratories, high-tech research facilities, or national innovation centers;
b) Be paid for funding to hire research assistants and technicians for scientific, technological and innovation tasks.
3. Talent performing applied research tasks and technology development tasks, in addition to the incentives in Clause 1 of this Article, shall enjoy the following policies:
a) Be paid for participating in major technology fairs around the world according to task requirements;
b) Be paid for funding to hire research assistants and technicians for scientific, technological and innovation tasks.
4. Talent performing innovation tasks in addition to the incentives in Clause 1 of this Article, shall enjoy the following policies:
a) Be paid for participating in international events, conferences, and startup forums to promote products and connect with investors and partners according to task requirements;
b) Be paid to organize programs to connect with domestic and foreign experts and investors to promote, develop products, and expand markets according to market requirements.
5. Talent performing the task of developing social solutions, in addition to the incentives in Clause 1 of this Article, will be paid for the implementation of surveys, research, and learning from international model experiences according to the requirements of the task.
6. Based on the criteria on talent specified in Clause 1, Article 54 of the Law on Science, Technology and Innovation, agencies and organizations using talent propose funding to implement policies to attract and treat talent, and submit to competent authorities assigning tasks of science, technology and innovation for consideration and decision.
7. In addition to the preferential policies specified in Clause 1, Clause 2, Clause 3, Clause 4, Clause 5 of this Article, based on the development orientation of strategic and key sectors and fields of the country and locality, ministries, branches, central and local agencies are proactive in issuing additional support mechanisms and levels for scientific, technological and innovation talents working in agencies and units under their management.
