On the afternoon of October 22, continuing the program of the 10th Session, the National Assembly discussed in groups 3 draft laws related to education, including: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended) and Law on Vocational Education (amended).
Giving his opinion on the Law on Higher Education (amended), delegate Nguyen Tri Thuc (National Assembly Delegation of Ho Chi Minh City) - Deputy Minister of Health, expressed concern because he read all the draft without a single word about the Ministry of Health.
Delegate Thuc said that it can be understood that the entire health education system will be managed by the Ministry of Education and Training.
Health training is very specific. The more a medical student is in the hall, the more unfortunate he will be a doctor when he graduates" - the Deputy Minister of Health said and emphasized that a good doctor must examine and study on patients, consider patients as teachers, the greatest book of his life.
According to delegate Thuc, medicine is a field of practical science, not a theoretical science.
From the above reality, medical training programs are designed in the direction that most of students spend their time practicing in hospitals. A medical school is always accompanied by a practice hospital.
Therefore, delegate Thuc said that if the regulation is to transfer the health system to the Ministry of Education and Training, it is not clear how it will be managed, because the factor of "very deep expertise" is.
"Is it possible that the practice hospital is managed by the Ministry of Health, and the university is managed by the Ministry of Education and Training?", the Deputy Minister of Health raised the issue.

Another content that delegate Thuc mentioned was the regulation on organizing the implementation of training programs.
Accordingly, the Minister of Education and Training approved the implementation of training programs for teacher training majors, health majors and law. The Deputy Minister of Health raised the issue of whether the doctor training program approved by the Minister of Education and Training is reasonable or not?
Therefore, he proposed to maintain the authority of the Ministry of Health in managing Medical Universities and schools in the health sector. This will be in line with history, ensure quality and meet practical requirements.
Regarding the same issue, delegate Pham Khanh Phong Lan (National Assembly delegation of Ho Chi Minh City) said that it is necessary to train in health with certain characteristics, the draft should design a separate chapter related to this field.
The female delegate reflected the phenomenon of "houses for medical schools, pharmacies, too much", which requires planning to ensure quality as well as management.
Accordingly, each medical university must meet the necessary conditions, not only the teaching staff, but also the facilities, techniques, sports...
"It is necessary to clearly stipulate the cooperation between training institutions and practice hospitals, because a hospital that signs contracts with too many schools is very complicated" - delegate Phong Lan stated.
From there, this female delegate suggested that the number and structure of the medical team should be calculated to suit the reality.
Delegate Tran Khanh Thu (National Assembly Delegation of Hung Yen) said that studying medicine is expensive and takes a long time. This is a burden for many families and has become a major barrier for students.
Therefore, the delegate suggested that the Law on Higher Education (amended) should stipulate a mechanism to ensure training funding for teachers, doctors, human resources for arts, sports and specific fields in the direction of the State partially or fully supporting study costs.
