Decree 263/2025/ND-CP detailing and guiding a number of articles of the Law on Science, Technology and Innovation on the mechanism of autonomy, self-responsibility of public science and technology organizations, human resources, talents and awards in the fields of science, technology and innovation, effective from October 14, 2025.
In the regulations on policies for human resources and talents in the fields of science, technology and innovation, the policy on remarkable salary increases for individuals with achievements in scientific, technological and innovation activities is based on Article 33.
Article 33. Excessive salary increase for individuals with achievements in science, technology and innovation activities
1. Officials holding scientific or technological titles during their current salary period are assessed and classified as having completed their tasks well or better and not subject to disciplinary action, and will be considered for a salary increase if they achieve one of the following achievements:
a) Preside over special science, technology and innovation tasks, special national science, technology and innovation programs that have been assessed at the end of the term to achieve the set results and goals;
b) Awarded the State Medal of Vietnam for outstanding achievements in the fields of science, technology and innovation;
c) Awarded the title of Labor Hero;
d) Awarded the title of National Emulation Fighter.
2. Individuals who meet the provisions of Clause 1 of this Article are considered for a maximum salary increase of no more than 2 salary levels and are not considered for a salary increase of no more than 2 consecutive times.
3. The head of a public service unit with scientific, technological and innovation activities decides to increase the salary significantly for civil servants holding scientific and technological titles according to regulations.
