At the working session, at the request of the President of the VGCL, Hanoi Trade Union officials gave opinions on the difficulties and advantages in the payroll and operating mechanism of trade unions after organizing two-level local governments; the practice of organizing emulation movements; issues of finance and trade union assets; organizational models of agencies in the system at all levels of trade unions...
Ms. Nguyen Thi Thanh - Chairwoman of Ba Dinh Ward Trade Union - said that it is necessary to have clearer decentralization and delegation of authority for commune and ward trade unions, and if possible, commune and ward trade unions will be grassroots-level trade unions to be more proactive in work.
Agreeing with Ms. Thanh's opinion, Mr. Nguyen Dinh Thang - Member of the Executive Committee of the Vietnam General Confederation of Labour, Chairman of the Trade Union of High-Tech Parks and Industrial Parks of Hanoi City - proposed to decentralize units that are directly upper-level grassroots trade unions to ensure direction, especially in developing union members and establishing grassroots trade unions.
And Mr. Vu Huu Tuyen - Chairman of the Trade Union of Hanoi Transport Corporation - expressed his desire to have regulations on which level the Trade Union of his unit is to facilitate coordination activities.
Regarding the emulation movement, trade union officials all agreed that the movements must be practical, associated with increasing labor productivity, grassroots trade unions and commune and ward trade unions must have specific movements of the unit.

Through practical operations, the Hanoi Labor Federation has a number of proposals and recommendations. In which, it is proposed that the Vietnam General Confederation of Labor study and clearly define the functions, tasks, and authority of commune and ward trade unions, in the direction of decentralizing and assigning more powers and tasks to direct grassroots trade union activities in the area.
It is proposed that the VGCL amend the Charter of the Vietnam General Confederation of Labour in the direction of stipulating that the Trade Unions of high-tech zones and industrial parks are directly superior to the grassroots level (specialized), clearly stipulating the functions, tasks, and powers to create favorable conditions in the process of implementing the tasks of the trade union organization.
The City Labor Federation also proposed that the Vietnam General Confederation of Labor study and promote the application of information technology in trade union financial management, build a system of trade union financial management software in the direction of inter-system integration, ensuring connection and data sharing between trade union levels, serving the work of monitoring, comparing and summarizing data...

Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung requested Hanoi City to pay attention to allocating land funds to build social housing because the demand of workers in the area is currently very high.
Ms. Bui Huyen Mai - Member of the Standing Committee of the City Party Committee, Chairwoman of the Hanoi City Fatherland Front Committee said that the Standing Committee of the Hanoi City Party Committee determines that the direction of the trade union is always concerned and always specifically decentralized, and at the same time emphasized that in the new period, the Trade Union needs to drastically innovate and change the method of mobilization to promote its role.
Talking to Hanoi Trade Union officials, Mr. Nguyen Anh Tuan - Chairman of the VGCL - said that it is expected that in the coming time, the emulation movement will focus on improving labor productivity to meet the goal of double-digit growth with the general spirit of being focused, clear goals and measurable.
