Pursuant to Clause 3, Article 8 of Decree 33/2023/ND-CP, it is stipulated that:
Standards for each commune-level cadre position

3. Chairman and Vice Chairman of the People's Council; Chairman and Vice Chairman of the People's Committee:
a) Age: When participating in holding a position for the first time, they must be of working age of at least 1 full term (60 months), in special cases according to the decision of the competent authority managing the cadre;
b) General education qualifications: Graduated from high school;
c) Professional qualifications: Graduated from university or higher. In case the law has provisions other than those in this Decree, the provisions of that law shall apply;
d) Political theory qualification: Graduated from intermediate level or equivalent or higher;
dd) Other standards as prescribed by the Law on Organization of Local Government, relevant laws, regulations of the Party and competent authorities managing cadres.
4. The Provincial People's Committee shall specify the professional qualifications and skills standards from intermediate level and above for commune-level cadres working in communes, wards and towns in mountainous areas, mountainous areas, border areas, islands, island communes, remote areas, ethnic minority areas and areas with particularly difficult socio-economic conditions.
5. Based on the standards for each commune-level cadre position prescribed in this Article, the provincial People's Committee shall prescribe specific standards for each commune-level cadre position in accordance with the characteristics and requirements for performing tasks of each commune level, but must ensure that it is not lower than the standards prescribed in this Decree.
Accordingly, the Vice Chairman of the People's Committee at the commune level must meet the following standards:
- Age: When participating in holding a position for the first time, they must be of working age of at least 1 full term (60 months), in special cases according to the decision of the competent authority managing the cadre;
- General education qualifications: Graduated from high school;
- Professional qualifications: Graduated from university or higher. In case the law has provisions other than the provisions of Decree 33/2023/ND-CP, the provisions of that law shall apply;
- Political theory qualification: Graduated from intermediate level or equivalent or higher;
- Other standards as prescribed in the Law on Organization of Local Government 2025, relevant laws, regulations of the Party and competent authorities managing cadres.
