No longer having to struggle to travel many times or wait at transaction points, many elderly people in Hanoi have received support from public administrative officials to complete procedures for certifying authorization signatures to receive pensions and social insurance allowances.
These days, in many residential areas in Ba Dinh, Ngoc Ha and O Cho Dua wards (Hanoi City), the image of officials and employees of Branch No. 3 - Hanoi City Public Administrative Service Center - bringing dossiers and documents to each household to guide and support administrative procedures has become familiar.

The activity is implemented to support people receiving pensions and social insurance allowances to carry out procedures for certifying authorization signatures according to the new regulations of the Law on Social Insurance No. 41/2024/QH15, effective from July 1, 2025.
According to the provisions of point d, clause 2, Article 10 of the Law, people enjoying social insurance benefits have the right to authorize in writing others to implement social insurance; in case of authorizing the receipt of pensions, social insurance allowances and other regimes as prescribed, the authorization document is valid for a maximum of 12 months from the date of establishment of the authorization.
For many elderly people, especially those with weak health and difficulty walking, having to go directly to transaction points to complete procedures is not simple at all.
Therefore, this mobile support team model is considered a practical solution, helping people save time and effort while still ensuring compliance with legal regulations.

At Residential Group No. 32 (O Cho Dua ward), right in the early days of deployment, the Administrative Shock Group of O Cho Dua Point - Branch No. 3 - has supported the completion of 18 sets of dossiers certifying authorization signatures to receive pensions and social insurance allowances.
Present at the residential area from early morning, officials of Branch No. 3 directly reviewed dossiers, guided people to declare information, check papers and supported completing procedures right at home. The working atmosphere was urgent but close and dedicated.
Mr. Nguyen Dang Thanh Dat (supporting officer of the O Cho Dua administrative shock team - Branch No. 3) said that in many cases, people are old, in poor health or have no relatives accompanying them, so the working group proactively comes to the place to support.
We determine that this is not simply solving administrative procedures but also the responsibility to serve the people, especially the elderly and vulnerable groups. Therefore, officials always try to provide specific, easy-to-understand guidance and maximum support so that people do not have to travel many times," shared Mr. Nguyen Dang Thanh Dat.

Not only implementing during office hours, many officials also proactively support even on weekend days when cases arise in the area that need to be resolved urgently.
According to Mr. Nguyen Truong Giang (supporting officer of the O Cho Dua Public Sector Administrative Shock Team - Branch No. 3), the spirit of "serving the people" is always put first by the members.
As long as people encounter difficulties and need urgent support, the members of the team try to arrange work to be present as quickly as possible. People's satisfaction and convenience are the motivation for us to complete our tasks," said Mr. Giang.
Reality shows that the mobile support model not only helps people reduce travel pressure but also creates closeness between the government and the people.

In the coming time, the Hanoi City Public Administration Service Center - Branch No. 3 - will continue to maintain support teams in residential areas to support people to complete procedures for certifying authorization signatures to receive pensions and social insurance allowances quickly and in accordance with regulations.
Bringing public administrative services closer to the people is considered a practical step in the administrative reform process, contributing to building a service economy in the direction of being closer to the people, closer to the people and more humane.
