The restructuring of the apparatus helps reduce the number of departments from 21 to 16. Of which, 7 new departments were established on the basis of merging or reorganizing existing units.
Ho Chi Minh City Department of Finance: Merge the Department of Planning and Investment, the Department of Finance and receive the City Business Management Innovation Board.
Ho Chi Minh City Department of Construction: Merge the Department of Construction and the Department of Planning and Architecture.
Ho Chi Minh City Department of Transport: Reorganize from the Department of Transport, take over the task of infrastructure management from the Department of Construction and the Standing Office of the Traffic Safety Committee.
Ho Chi Minh City Department of Science and Technology: Merge the Department of Information and Communications with the Department of Science and Technology.
Ho Chi Minh City Department of Natural Resources and Environment: Merge with the Department of Agriculture and Rural Development.
Ho Chi Minh City Department of Ethnic Minorities and Religions: Established from the merger of the Department of Religious Affairs under the Department of Home Affairs into the Ethnic Minorities Department.
Ho Chi Minh City Department of Home Affairs: Merge with the Department of Labor - Invalids and Social Affairs, receive additional functions of labor, wages, employment, labor safety, social insurance, gender equality.
Streamlining the apparatus, reducing units
In addition to the establishment of new departments, some existing departments have also been rearranged to reduce units and improve management efficiency.
Ho Chi Minh City Department of Justice: Transfer some tasks of criminal records and issue criminal records to Ho Chi Minh City Police.
Ho Chi Minh City Department of Food Safety: Continue to maintain the pilot according to Resolution 98/2023/QH15, while streamlining internal organization.
Department of Tourism, Ho Chi Minh City Inspectorate: Streamlined, reduced organization units.
Ho Chi Minh City Department of Culture and Sports: Receive additional tasks of press and publishing management from the Department of Information and Communications.
Rearranging the functions of departments and branches
Ho Chi Minh City People's Committee Office: Receive the organizational apparatus of the Office of Coordination of the New Rural Development Program and the Office of the Steering Committee for the Sustainable Poverty Reduction Program.
Ho Chi Minh City Department of Health: Receive the field of social protection management, children, and prevention of social evils from the Department of Labor - Invalids and Social Affairs.
Ho Chi Minh City Department of Education and Training: Reorganized, receiving the function of managing vocational education.
Ho Chi Minh City Department of Industry and Trade: Receive the Ho Chi Minh City Market Management Department from the Ministry of Industry and Trade and the Center for Consulting and Supporting Agricultural Economic Transformation from the Department of Agriculture and Rural Development.
Transferring some management tasks to Ho Chi Minh City Police
In addition to streamlining the administrative apparatus, a number of state management functions have also been transferred to the Ho Chi Minh City Police to ensure professionalism, including:
- Drug addiction treatment and post-terschool management from the Department of Labor - Invalids and Social Affairs.
- Management and issuance of criminal records from the Department of Justice.
- Driving license testing and issuance from the Department of Transport.
- Network information security and safety from the Department of Information and Communications.
After the arrangement, the Ho Chi Minh City People's Committee has 16 affiliated specialized agencies, including: Department of Finance; Department of Home Affairs; Department of Construction; Department of Transport; Department of Science and Technology; Department of Culture and Sports; Department of Tourism; Department of Ethnic Minorities and Religions; Department of Natural Resources and Environment; Department of Health; Department of Education and Training; Department of Justice; Department of Industry and Trade; Department of Food Safety; Office of the City People's Committee; City Inspectorate.
