Clause 2, Article 52 of the Law on Civil Defense 2023 on the responsibility of local authorities in civil defense is as follows:
Responsibilities of local authorities
1. People's Councils at all levels, within the scope of their tasks and powers, have the following responsibilities:
a) Decide on policies and measures to build civil defense forces and budgets to ensure the implementation of civil defense tasks in localities in accordance with the provisions of law;
b) Supervise compliance with the Constitution and laws and implement the resolutions of the People's Council on Civil Defense in localities according to the provisions of law.
2. People's Committees at all levels, within the scope of their tasks and powers, implementing state management of civil defense in localities, are responsible for the following:
a) Issue documents to organize the implementation of civil defense tasks according to the provisions of law, resolutions of People's Councils at the same level and tasks assigned by competent authorities on civil defense in localities;
b) Direct the development and implementation of civil defense plans; deploy the development, training, and mobilization of forces to implement civil defense measures; ensure regimes and policies for local civil defense forces;
c) Direct and organize the implementation of resolutions of People's Councils at the same level on ensuring the budget for civil defense activities in the locality;
d) Direct and implement inspection, examination, handling of violations, handling of complaints and denunciations, summarizing, summarizing and rewarding civil defense in the locality.
Thus, People's Committees at all levels (including Provincial People's Committees and Commune People's Committees) are the agencies responsible for ensuring the regime and policies for local civil defense forces.
